500kV circuit 3 transmission line from Quang Trach to Pho Noi: Success from entire political system strength

After more than 6 months of construction, the 500kV circuit 3 transmission line from Quang Trach to Pho Noi (including 4 sections) with a length of over 500km has been completed. This achievement is considered unprecedented compared to previous 500kV transmission line construction works.

On August 29, Vietnam Electricity (EVN) and the National Power Transmission Corporation (EVNNPT) held the inauguration ceremony of the 500kV circuit 3 transmission line projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen). The inauguration ceremony was held in a combination of live and online formats.

Overcoming many challenges

The 500kV circuit 3 transmission line projects scale with a total length of 519km, starting at Quang Trach Power Center (Quang Binh province), and ending at Pho Noi 500kV Substation (Hung Yen province). The total investment capital is over VND 22,300 billion (nearly USD 1 billion).

The project has a large volume of compensation for site clearance, spanning 211 communes/wards of 43 districts/towns in 9 provinces, with a total land acquisition area of ​​about 183 hectares, affecting 5,248 households and 96 organizations, of which 167 households have to relocate and resettle...

"Finishing" with lightning-fast progress

The 500kV circuit 3 transmission line project from Quang Trach to Pho Noi is a key and urgent project, of great significance to increase the power transmission capacity through the 500kV system from the Central to the North with a capacity of currently 2,500MW to 5,000MW, improving the stability of power system operations, increasing power supply to the North in 2025 and the following years, reducing the risk of full-loading and overloading of existing 500kV transmission lines and substations, contributing to ensuring national energy security.

After only nearly 5 months since the decision to implement, the projects have been approved by the Prime Minister for investment policy/investment policy adjustment. This is a record time, demonstrating the drastic support and participation of ministries, branches, and localities and the close attention and direction of the Government and the Prime Minister.

In addition, the project has a very large volume of construction and materials, equipment, and accessories supply (226 packages), but with the concentration of all resources and highly specialized human resources, after about 60 days, contractor selection work was completed, and signed in accordance with regulations.

With the attention and direction of the Prime Minister, ministries, and branches, the drastic participation of the provinces, and the consensus and support of the people of 9 provinces, the work of forest use purpose converting and forest impacting to open temporary roads and works for construction, site and right-of-way clearance is also ensured to be synchronized with the project’s construction progress.

The 500kV circuit 3 transmission line is a double-circuit line that passes through many different terrains, so the construction volume is much larger than other implemented lines. Specifically, the total number of poles is 1,177 with 705,000m3 of concrete, 209,000 tons of steel (for foundations and poles); and 503 spans with a total length of conductors, optical and lightning cables of 14,000m2, etc. However, with the highest determination and solidarity, the project was completed in a record construction time of more than 6 months (it usually takes 3 to 4 years to be implemented for projects of similar scale and volume).

Currently, EVN is directing EVNNPT, project management boards, and construction contractors to focus on human resources and equipment to urgently complete the restoration work, restore the site, and clean the environment in September 2024.

It can be affirmed that this is a project with a large construction volume, and many difficulties and challenges, but with a new mindset, method, and approach compared to that of the previous, the project implementation time has been significantly shortened, meeting the project completion progress requirements as directed by the Prime Minister. This is unprecedented with previous 500kV transmission line construction works.

Success from combined strength

At the ceremony, EVN Vice President Nguyen Anh Tuan shared: if the 500kV circuit 1 transmission line was built with the spirit of daring to do and taking responsibility, the 500kV circuit 2 transmission line was built with the spirit of promoting internal strength and demonstrating national self-reliance, then the 500kV circuit 3 transmission line project was built with the spirit of promoting the combined strength of the joining hands of the entire political system from ministries, branches, and local authorities at all levels, and people to unanimously resolved difficulties and innovated ways of doing things.

That is the direct, drastic, regular, and continuous attention and direction of the Prime Minister, Deputy Prime Ministers, the State Steering Committee for important national and key energy projects, the Ministry of Industry and Trade, and the State Capital Management Committee at Enterprises, the effective participation of the entire political system, local authorities at all levels, and socio-political organizations.

The project also promotes the combined strength of socio-political organizations, the Vietnam People's Army and Public Security forces, state-owned corporations, the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, and local Women's Unions, together with EVN/EVNNPT and contractors, to coordinate closely and effectively, determined to bring the project to the finish line on schedule, with 23,000 officers and workers participating in the project.

With the completion of 4 sections of the 500kV circuit 3 transmission line project from Quang Trach to Pho Noi, Vietnam Power sector has completed the construction and put into operation 4 circuits of 500kV power transmission lines from North to South with a length of each line of more than 1,500km, making an important contribution to ensuring national energy security, serving socio-economic development, and national defense and security.
