Gia Lai Approved Investment Policy for the Se San 3 Hydropower Plant Expansion
The Gia Lai Provincial People’s Committee has recently approved the investment policy and concurrently approved Vietnam Electricity (EVN) as the investor for the Se San 3 Hydropower Plant Expansion Project. The project will be implemented in Ia Ly Commune, Gia Lai Province, and Ya Ly Commune, Quang Ngai Province.
The Se San 3 Hydropower Plant Expansion Project has a designed capacity of 130 MW and an estimated annual electricity output of approximately 90.57 million kWh. The project aims to utilize excess water discharged during the flood season from the existing Se San 3 Hydropower Plant for power generation, thereby adding a source of clean electricity, increasing reserve capacity, and enhancing the flexibility and reliability of the power system.

The project has a total investment of more than VND 3,486 billion, of which the investor’s equity contribution amounts to over VND 697 billion, accounting for 20%, while mobilized capital totals more than VND 2,789 billion, accounting for 80%. The project will require approximately 47.8 hectares of land and will have an operational term of 50 years from the date of investment policy approval.
According to the implementation schedule, from September 2026 to April 2027, EVN will complete relevant specialized agreements; carry out the appraisal of the feasibility study report and project design; negotiate and sign the power purchase agreement; and concurrently undertake procedures related to compensation, site clearance, land allocation, and land lease. Construction is expected to commence in May 2027, with completion and commissioning scheduled for June 2030.
The Gia Lai Provincial People’s Committee has requested EVN to coordinate with the relevant authorities of Gia Lai and Quang Ngai provinces to review and accurately determine the project’s scope, boundaries, and required land area, as well as to fully complete all procedures relating to land, forestry, environmental protection, compensation, assistance, and resettlement in accordance with applicable regulations.
In addition, the investor is required to ensure the full installation of monitoring and warning systems and to carry out flood discharge operations in accordance with approved procedures, thereby ensuring the safety of the project facilities and reservoir while minimizing impacts on downstream areas.

Se San 3 Hydropower Plant Expansion Project:

- Power Engineering Consulting Joint Stock Company 4 (PECC4) signed a contract with Power Project Management Board No. 2 (EVNPMB2) to implement Package No. TV02-SS3MR for the Se San 3 Hydropower Plant Expansion Project, covering the following consultancy services: surveys and preparation of the application dossier for investment policy approval; surveys and preparation of the Feasibility Study Report; surveys and preparation of technical design and detailed design; preparation of bidding documents; bid evaluation; and other specialized reports for the Project.
