500kV circuit-3 transmission line, Nam Dinh I TPP – Pho Noi section is ready to be energized

The investor-level acceptance council of the 500kV circuit-3 transmission line project, Nam Dinh I TPP - Pho Noi section, had a meeting on the afternoon of August 16th 2024, in Hung Yen. Mr. Nguyen Ngoc Tan - Deputy General Director of the National Power Transmission Corporation (EVNNPT) and Mr. Bui Van Kien - Deputy General Director of EVNNPT, Chairman of the Acceptance Council affirmed that the project has met the conditions and is ready to be energized.

The meeting was attended by members of the Acceptance Council, representatives of EVNNPT's professional departments, the Northern Power Project Management Board (NPMB), Power Transmission Company 1, construction contractors, engineering consultants, supervision consultants, calibration and testing consultants, construction and installation testing, equipment and material suppliers, and the operation management unit upon project completion. EVNNPT Deputy General Directors Mr. Nguyen Ngoc Tan and Mr. Bui Van Kien acknowledged the efforts of the Northern Power Project Management Board - the project management unit, and the construction units that have overcome all difficulties in construction conditions and unpredictable weather in the past to bring the project to the finish line.

EVNNPT’s leaders stated that: The 500kV Nam Dinh I TPP - Pho Noi transmission line project is a component project of the 500kV circuit-3 transmission line project, which has completed construction according to approved design documents, organized acceptance in accordance with current regulations of the State on construction quality management, ensuring conditions for putting the project into operation. The project has met all conditions and is ready for energization to celebrate the 79th anniversary of the August Revolution and National Day September 2nd as directed by the Prime Minister.

EVNNPT leaders requested NPMB to coordinate with relevant units to energize the project safely. Through acceptance process, there are still some minor deficiencies that do not affect the energization. NPMB will take the lead in coordinating with relevant units to continue implementing before handing over the project.

The project, once completed, will help reduce the load and avoid overloading of existing 500Kv transmission lines, ensuring the N-1 criterion, especially when the transmission capacity is high along the North-Central interface during the period of low hydropower generation. The transmission line also helps to increase the stable transmission reserve on the North-Central interface, combined with the 500kV Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh I TPP sections, contributing to supplementing capacity from power sources in the North Central region to the load center in the North.

The 500kV Nam Dinh I TPP - Pho Noi transmission line project is about 127 km long, passing through the provinces of Nam Dinh, Thai Binh, Hai Duong and Hung Yen. The project has 334 foundation locations, with 144 anchor spans. The project has been implemented since January 18th 2024 and to date, the work has been basically completed.

According to the NPMB’s leader, the project implementation process encountered numerous difficulties and challenges due to the densely populated area and the difficulties of construction on public roads. The project passes through many areas of ponds, fields, and large rivers, so the weak geology requires the extensive pile foundation construction. In addition, due to many span anchors, there are many 2-leg tower locations, so the construction takes more time.

However, as of August 16th 2024, the foundation, grounding, and steel towers have been constructed according to the approved design and have been closely supervised during construction, ensuring quality and technical requirements. The conductors, lightning protection wires, optical cables, and accessories have been constructed according to the approved design and manufacturer's instructions, and have been closely monitored during construction, ensuring quality according to the approved design requirements. The corridor section basically ensures safe distances.

NPMB has organized the construction of the project according to the approved design documents, collected project completion documents, and organized the acceptance of project components in accordance with legal regulations.

The 500kV circuit-3 Nam Dinh 1 TPP - Pho Noi transmission line project:

- Project investor: National Power Transmission Corporation (under EVN);

- Investor representative: Northern Power Project Management Board;

- Engineering entities: Consortium of Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) and Power Engineering Consulting Joint Stock Company 2;

- Operator: Power Transmission Company 1;

- This is a special energy project, group A;

- Scale: 127km, double-circuit, 334 tower positions;

- Commencement date: 18th January 2024;

- Energization date: expected 19th August 2024.
