Deputy Minister of Industry and Trade inspected Ca Na Lng Power Project and Bac Ai Pumped Storage Hydropower Project
A working delegation from the Ministry of Industry and Trade led by Deputy Minister Nguyen Hoang Long conducted inspections and site visits at the Ca Na LNG Power Plant and the Bac Ai Pumped Storage Hydropower Project.
On the afternoon of July 24, the delegation from the Ministry of Industry and Trade, led by Deputy Minister Nguyen Hoang Long, conducted a site inspection at the Ca Na LNG Power Plant. Accompanying the delegation was Mr. Ho Xuan Ninh, Director of the Department of Industry and Trade of Khanh Hoa Province.

The working delegation visited and received briefings on project information. Accordingly, the Ca Na LNG Power Plant is planned with the following main components: 1 combined cycle gas turbine thermal power plant using LNG with a capacity of 1,500 MW; LNG storage port system and regasification system with a port capacity of 1-1.2 million tons of LNG per year, including 1 storage tank of 220,000 m3 and dedicated technical infrastructure; 1 LNG import port and eastern breakwater extending 2,400 m along with auxiliary works.
The project is being implemented on an area of 28.06 hectares of land and 111.7 hectares of water surface in Ca Na commune (Khanh Hoa Province).
The investor selection period is scheduled to extend from Q1 to Q4/2025; the investment preparation phase is expected to take place from Q1/2026 to Q4/2026. If on schedule, the investment decision will be issued by the end of 2026.

The Ca Na LNG Thermal Power Plant project is considered one of the large-scale, nationally strategic energy projects in the South Central region. This project plays an important role in supplementing medium to long-term electricity supply and ensuring national energy security.
Recently, following the direction of the Provincial People's Committee, the Department of Industry and Trade of Khanh Hoa Province organized the bidding for the Ca Na LNG Thermal Power Plant project, with a scale of 1,500 MW, using liquefied natural gas (LNG) fuel, with a total investment of over 57,000 billion VND.
Continuing the working program, Deputy Minister Nguyen Hoang Long and the working delegation visited the Bac Ai Pumped Storage Hydropower Project to inspect the implementation of power source and grid projects under the National Power Development Plan for the period 2021-2030, with a vision to 2050 (revised).

Here, the working delegation toured and heard reports from representatives of the Power Project Management Board 3 (EVNPMB3) on the project implementation process. Accordingly, the Bac Ai Pumped Storage Hydropower Project is included in the list of power source projects approved by the Prime Minister in Decision No. 768/QD-TTg dated April 15th2025, on approving the revision of the National Power Development Plan for the period 2021-2030, with a vision to 2050.
The project was approved by the Ministry of Industry and Trade in Decision 1385/QD-BCT dated May 12th2023, on approving the addition of the Bac Ai Pumped Storage Hydropower Plant to the list of power plants coordinating operations with large power plants that have special significance for socio-economic development, national defense, and security.
The project is among the power source projects listed in the important national programs and key energy sector projects approved by the Prime Minister in Decision No. 270/QD-TTg dated April 2nd2024.
The working delegation inspected the Bac Ai Pumped Storage Hydropower Project
The investment project was approved by the Member Council of Vietnam Electricity (EVN) in Decision No. 99/QD-EVN dated May 12th2015, with a capacity scale of 1,200 MW (300MW x 4 units); Electricity output of approximately 1,614,000,000 kWh; Annual operating hours of approximately 1,345 hours.
The total project investment is 21,101 billion VND. The project is divided into 2 investment phases: Phase 1: Construction of the outlet works cluster to ensure the water storage schedule of Song Cai Reservoir by early April 2021; Phase 2: Construction commenced on February 22nd 2025 (Unit 1 power generation in December 2029; Unit 2 power generation in April 2030; Unit 3 power generation in August 2030; and Unit 4 power generation in December 2030).
At the inspection sites, Deputy Minister of Industry and Trade Nguyen Hoang Long highly appreciated the contributions of these projects to the socio-economic development of the country in general and Khanh Hoa Province in particular. The survey shows that project implementation is stable with close coordination among relevant units. Regarding recommendations from local leaders, the working delegation acknowledged them and will assign relevant units to study and resolve them.
