Energizing 220kV Dak Ooc switching substation to support electricity import from Laos to Vietnam

At 11:37am on May 28th, Power Project Management Board 2 in coordination with relevant units energized the 220kV Dak Ooc switching substation, to facilitate the grid connection from Nam Emoun Hydropower Plant (Laos) to the Vietnamese power system.

The 220kV Dak Ooc switching substation is part of the 220kV Dak Ooc switching substation and 220kV transmission lines project to connect the Nam Emoun Hydropower Plant to the Vietnamese power system.

The Dak Ooc switching substation is located in La Dee commune, Nam Giang district, Quang Nam province. The substation has a construction scale of 10 bays of 220kV, with equipment installation for 6 bays in this phase.

The project is invested by EVN, with the Power Project Management Board 2 (EVNPMB2) representing the investor to manage the project. Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) participated in implementing Package No. 05 (TV-04): Consulting on technical design and construction cost estimation appraisal; Construction supervision consulting for the 220kV Dak Ooc switching substation and 220kV transmission lines to connect the Nam Emoun Hydropower Plant (Laos) to the Vietnamese power system.

The transmission line connections include: A 220kV double-circuit transmission line (with one circuit strung) from the Nam Emoun Hydropower Plant to the 220kV Dak Ooc switching substation (the section on Vietnamese territory), about 13.4km length; construction of a 4-circuit 220kV transmission line, with a length of about 1.9km from the 220kV Dak Ooc switching substation to the transition point into the existing 220kV Xekaman 3 - Thanh My double-circuit transmission line; construction of a 22kV power supply line for construction and self-consumption from the local grid to the 220kV Dak Ooc switching substation, about 1.077km length.

Starting construction on July 25th, 2022, overcoming many difficulties during the construction process, the 220kV Dak Ooc switching substation project has been successfully energized. It is expected that the transmission line connections will be completed and energized in August 2024.

When the project is put into operation, it will contribute to transmitting electricity from the Nam Emoun Hydropower Plant (Laos) to the Vietnamese power system, implementing the energy cooperation policy between the two countries.

At 20:22 on April 29th 2026, the National Power Transmission Corporation (EVNNPT), in coordination with the Power Transmission Project Management Board (NPTPMB) and the National Power System and Market Operation Co., Ltd. (NSMO), successfully energized the project to upgrade the capacity of the 500kV Hoa Binh Substation, increasing its capacity from 1,350MVA to 1,800MVA.
