EVN Deputy General Director Pham Hong Phuong inspected the construction site of Bac Ai Pumped Storage Hydropower Plant - Khanh Hoa Province

On the morning of January 25th, EVN Deputy General Director Pham Hong Phuong and the Group's working delegation visited to inspect the construction progress of the Bac Ai Pumped Storage Hydropower Plant Project (Bac Ai Tay commune, Khanh Hoa province).

The Bac Ai Pumped Storage Hydropower Plant Project (4 turbines, total capacity of 1,200MW) plays a crucial role in "peak shaving and valley filling" of the load diagram. When completed (expected in 2030), Vietnam's first pumped storage hydropower plant will also be the largest and most modern pumped storage hydropower plant in Southeast Asia. Up to now, the internal road system (VH1, VH2, VH3A) serving construction and operation (TCVH) spanning dozens of kilometers has been basically completed, ensuring smooth circulation of heavy vehicles, contributing to accelerating construction progress. The construction package for underground items is one of the most difficult tasks of the project. Construction units have implemented many technical improvement initiatives, optimizing blasting processes and earth and rock transportation to accelerate progress. In 2025, the construction site completed the opening of roads serving construction and operation; completed excavation of open foundation pits for main items; deployed excavation of power cable tunnels, drainage tunnels, construction and ventilation tunnels. After inspecting the construction site, EVN Deputy General Director Pham Hong Phuong will hold a construction site meeting with EVNPMB3 and construction units.

  • Total investment: Over 21,101 billion VND;
  • Construction commencement: February 2025;
  • Planned schedule: Unit No. 01 to generate electricity in December 2029, Unit No. 02 in April 2030, Unit No. 03 in August 2030, Unit No. 04 in December 2030.

At 20:22 on April 29th 2026, the National Power Transmission Corporation (EVNNPT), in coordination with the Power Transmission Project Management Board (NPTPMB) and the National Power System and Market Operation Co., Ltd. (NSMO), successfully energized the project to upgrade the capacity of the 500kV Hoa Binh Substation, increasing its capacity from 1,350MVA to 1,800MVA.
