EVN inaugurates key energy infrastructure project, creating launchpad for Con Dao toward high-quality ecological special zone

The power supply project from the national power grid to Con Dao District (formerly part of Ba Ria–Vung Tau Province), now the Con Dao Special Zone under Ho Chi Minh City, was officially inaugurated by Vietnam Electricity (EVN) on the morning of December 19, 2025. The project is assessed as a critical foundation for energy infrastructure, creating a prerequisite for developing Con Dao in a modern, green, and sustainable direction.

This is also among the large-scale power projects of significant importance, celebrating the 14th National Congress of the Communist Party of Vietnam.

Attending the inauguration ceremony were Comrade Nguyen Phuoc Loc – Deputy Secretary of the Ho Chi Minh City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City; Comrade Ho Thi Cam Dao – Deputy Secretary of the Can Tho City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Can Tho City; and Comrade Nguyen Thi Yen – former Standing Deputy Secretary of the Ba Ria – Vung Tau Provincial Party Committee, former Head of the National Assembly Delegation of Ba Ria – Vung Tau Province, and a member of the 15th National Assembly. Also in attendance were representatives of the Ministries of National Defense, Public Security, Industry and Trade, Finance, Construction, Agriculture, and Environment.

Representing EVN were Comrade Cao Quang Quynh – Member of the Board of Directors of Vietnam Electricity (EVN); Comrade Nguyen Tai Anh – EVN Vice President; Comrade Uong Quang Huy – Vice Chairman of the Vietnam Electricity Trade Union; and Comrade Vo Quang Lam – former EVN Vice President. Also attending were representatives of EVN’s functional departments, Power Project Management Board No. 3 (EVNPMB3), Ho Chi Minh City Power Corporation (EVNHCMC), Southern Power Corporation (EVNSPC), representatives of design consultants, supervision consultants, construction contractors, contractors and units participating in supporting the construction of the transmission line, along with a large number of residents of the Con Dao Special Zone.

The power supply project from the national power grid to Con Dao Special Zone has been implemented by EVN since December 2024. Once completed, the transmission line will ensure power supply for the Con Dao Special Zone, with a total capacity of approximately 29MW by 2026, 55MW by 2030, and 90MW by 2035. The work meets socio-economic development needs, ensures national defense and security, and improves people’s living standards; replaces on-site diesel-based power generation sources, reduces electricity production costs, limits greenhouse gas emissions, and contributes to the implementation of Vietnam’s commitments to emission reduction and sustainable development.

The Power Project Management Board 3 under the Vietnam Electricity (EVN) successfully energised the 110 kV Con Dao transformer station to supply electricity from the national grid to Con Dao Special Zone on September 2, 2025. This project aimed to celebrate the 80th anniversary of the August Revolution (August 19, 1945 - August 19, 2025) and National Day (September 2, 1945 - September 2, 2025).

The successful implementation of the project has demonstrated the capability to deploy large-scale energy projects using modern technology in complex and harsh offshore construction conditions. At the same time, it marks an important turning point in realizing the national energy infrastructure development strategy, demonstrating the determination of the Government, the Power sector, and participating units in caring for and developing infrastructure in maritime and island areas, as well as border and island regions of the Fatherland.

Highest level of complexity

With extensive experience, strong determination, and great efforts by EVN, Power Project Management Board No. 3, consulting units, and participating contractors, the project was completed nearly 3.5 months ahead of schedule.

The project was completed and energized on 4 September 2025, fully replacing the island’s traditional diesel-based power generation with electricity supplied from the national power grid. This is an event of exceptionally great significance and a historic milestone in socio-economic development, ensuring security, national defense, and sovereignty over the country’s seas and islands.

According to Pham Quang Nhat, Director of the Ho Chi Minh City Department of Industry and Trade, the inauguration of the power supply project from the National Power Grid to Con Dao is not only of special importance to Con Dao Special Zone, but also to the overall development of Ho Chi Minh City in the new phase. This is a key energy infrastructure and a prerequisite for the City to orient the spatial development of Con Dao toward a modern, green, and sustainable direction, thereby forming new development models based on high-quality tourism, commercial services, the digital economy, and the green economy.

On the occasion of the inauguration ceremony of the Power Supply Project from the National Power Grid to the Con Dao Special Zone, Vietnam Electricity, and representatives of the contractors donated a total of VND 500 million to support social welfare activities in the Con Dao Special Zone.

Power supply project from the National Power Grid to Con Dao Special Zone:

* Project owner: Vietnam Electricity (EVN). 

* Project scale: 110kV power transmission line with a total length of 103.7km, including a 77.7km subsea cable route.

* Total investment: VND 4,923 billion.

* Key project milestones:

  • Construction commencement: December 2024
  • Completion of cable laying along the entire route: 12 August  2025
  • Completion of expansion of Vinh Chau 220kV Substation (Can Tho City): 5 August  2025
  • Trial energization of the entire transmission line: 6:42 PM, 22 August 2025
  • Official energization: 7:09 PM on 2 September 2025

In this national key project, the Joint Venture of PC1 Group Joint Stock Company and Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) participated in implementing Package HH01-DZCD: Design, equipment supply and construction of submarine cable section (EPC).

Building on the success of power supply projects from the national power system to Ly Son island district and Cu Lao Cham island, EVNPECC4’s young team of design engineers continued to demonstrate pioneering spirit and master modern technology to make a strong mark in the National Grid Power Supply Project to Con Dao Special Economic Zone - A project with the longest 110 kV submarine cable line in Southeast Asia, implemented for the first time in Vietnam. The project not only ensures safe, continuous and stable power supply but also meets socio-economic development needs, ensures national defense and security, and improves the lives of people on remote islands.
