EVN Leaders Inspected and Visited Staff and Workers at the Bac Ai Pumped-Storage Hydropower Plant Construction Site During the April 30th - May 1st Holiday
On May 1st, EVN’s Vice President – Mr. Pham Hong Phuong visited the construction site of the Bac Ai Pumped-Storage Hydropower Plant (Ninh Thuan province) to inspect the construction progress. He also visited and encouraged the collective of staff and workers of the Project Management Board, Power Project Management Board 3 (EVNPMB3), and the joint venture contractors.
During the site inspection, EVN’s Vice President – Mr. Pham Hong Phuong requested EVNPMB3 to coordinate well with the contractors and consulting firms on the site to ensure the project's quality, safety, environmental sanitation, and on-schedule completion. He also urged the contractors in the joint venture to continue mobilizing sufficient manpower, equipment and ensuring adequate financial resources for construction deployment.
The Bac Ai Pumped-Storage Hydropower Plant project's phase 2 construction was commenced by EVN on February 22nd. This is Vietnam's first pumped-storage hydropower project, classified as a key national energy project and a special-grade construction.
The Bac Ai Pumped-Storage Hydropower Plant project is being invested in two phases: Phase 1 – the discharge structure cluster located deep within the Song Cai irrigation reservoir – was implemented by EVN starting from January 2020 and completed & accepted in March 2021. Phase 2 includes all remaining project components.

The project is invested by EVN, with EVNPMB3 acting as the investor's representative, and has a total investment of over VND 21,100 billion. The plant has a scale of 4 generating units, utilizing advanced technology integrating two-way turbines - pumps and generators - motors, with a total installed capacity of 1,200MW.
The primary function of the Bac Ai Pumped-Storage Hydropower Plant is to generate electricity to cover peak demand with a maximum capacity of 1,200MW to the national power system during peak hours, and to pump water from the lower reservoir (Song Cai irrigation reservoir) to the upper reservoir to store energy during off-peak hours, thereby contributing to flattening the load curve for the power system. Additionally, the plant also has the tasks of frequency regulation, reactive power compensation, and providing spinning reserve for the system.
