EVN leaders worked with contractors, urged progress of the 500kV circuit-3 transmission line project

On the morning of February 21 in Hanoi, Mr. Dang Hoang An, Chairman of the Board of Vietnam Electricity (EVN), chaired a meeting with contractors participating in the 500kV circuit-3 transmission line project from Quang Trach to Pho Noi to review construction progress and urge contractors to mobilize human resources and equipment to speed up the project's progress. The meeting was held in a combination of in-person and online formats.

Also attending the meeting were Mr. Nguyen Anh Tuan – EVN’s President and CEO, Mr. Nguyen Duc Cuong – EVN’s Member of the Board, Mr. Pham Hong Phuong – EVN’s Vice President, leaders of EVN's professional departments, leaders of the National Power Transmission Corporation, contractors for construction, engineering consulting, and equipment supply for the project, etc.…

The 500kV circuit-3 transmission line project from Quang Trach to Pho Noi includes 4 sub-projects: Quang Trach - Quynh Luu, Quynh Luu - Thanh Hoa, Thanh Hoa - Nam Dinh I Thermal Power Plant, and Nam Dinh I Thermal Power Plant - Pho Noi, with a total length of about 519km, passing through 9 provinces (including 4 towns and 39 districts). With the strong direction of the Prime Minister, the decisive involvement of local authorities, up to now, along the entire line, 1,118 out of 1,180 (achieving 95%) tower foundation positions and 179 out of 502 (achieving 36%) anchor spans have been handed over.

Currently, contractors have completed casting foundations at 87 positions, are constructing temporary roads and simultaneously installing foundations at 752 positions, have completed installing 1 steel tower, and are installing 6 towers.

In implementing the Prime Minister's instructions, EVN has regularly directed and supervised the project implementation by the project investor (National Power Transmission Corporation) and contractors. Every week, EVN leaders organize meetings with the project owner to review and urge progress. Even during the recent Lunar New Year holiday, over the first 3 days of Tet, EVN's leaders inspected the production of materials, equipment for the project, and the construction situation of contractors at the construction sites. 

In parallel, EVN leaders also worked with the authorities of the 9 provinces through which the project passes to resolve difficulties and obstacles related to the project. For issues beyond their authority, EVN has also promptly reported to relevant ministries, agencies, the Government, and the Prime Minister for resolution.

At the meeting, the contractors reported on the implementation of their packages and committed to making maximum efforts and concentrating resources to complete the required work items according to the progress required by the project investor. 

Speaking at the meeting, Mr. Dang Hoang An – EVN’s Chairman of the Board emphasized that this is an urgent and important energy project to strengthen the 500kV transmission grid capacity between the North and Central regions, contributing to ensuring power supply for the Northern region. The project has received the attention and strong direction from the Government and the Prime Minister, as well as the involvement of the entire political system.

As directed by the Prime Minister, the entire line must be energized by June 2024. The EVN’s Chairman of the Board requested that contractors prioritize and allocate all resources for the project, strengthen labor force and equipment, and urgently deploy at positions that have been handed over. Engineering consulting units need to further promote their roles and accelerate the progress of work items. For contractors supplying materials and equipment such as steel towers, conductors, insulators accessories, and fiber optic cables… they need to speed up production progress, ensuring quality and schedule as committed. EVN leaders demanded that contractors unite their efforts and determination to complete the project according to the Prime Minister's instructions, together with the project investor.

The EVN’s Chairman of the Board also requested that EVN leaders, the leaders of the National Power Transmission Corporation, and the leaders of EVN's professional departments continue to closely monitor the progress of contractors, promptly resolve emerging difficulties and obstacles, and take immediate measures to address contractors at risk of delays. 

The construction progress of sub-projects under the 500kV circuit-3 transmission line project from Quang Trach to Pho Noi as of February 20, 2024:

* Nam Dinh I TPP - Thanh Hoa: completed casting foundations at 78/180 positions, constructing temporary roads, simultaneously digging and casting foundations or driving piles at 98/180 foundation positions.

* Nam Dinh I TPP- Pho Noi: completed casting foundations at 7/334 positions, deploying temporary road construction, simultaneously digging and casting foundations at 234/334 positions.

Quynh Luu - Thanh Hoa: completed casting foundations at 1/203 positions, deploying temporary road construction, simultaneously digging and casting foundations at 135/203 positions.

* Quang Trach - Quynh Luu: completed casting foundations at 1/463 positions, deploying temporary road construction, simultaneously digging and casting foundations at 285/463 positions.

- Project investor: National Power Transmission Corporation (under EVN)

- Total investment: approximately 22,000 billion VND

- Scale: Includes 2 circuits of 500kV transmission line, approximately 519km length. Starting point is the 500kV Quang Trach Switchyard (Quang Binh), ending point is the 500kV Pho Noi substation (Hung Yen)

- Engineering consultants: Power Engineering Consulting Joint Stock Companies 1, 2, 4 and Institute of Energy

- The Northern Power Projects Management Board (NPMB) on behalf of EVNNPT manages and operates 2 sections: Nam Dinh I Thermal Power Plant – Thanh Hoa and Nam Dinh I Thermal Power Plant – Pho Noi.

- The Central Power Projects Management Board (CPMB) on behalf of EVNNPT manages and operates 2 sections: Quang Trach – Quynh Luu and Quynh Luu – Thanh Hoa.

At 20:22 on April 29th 2026, the National Power Transmission Corporation (EVNNPT), in coordination with the Power Transmission Project Management Board (NPTPMB) and the National Power System and Market Operation Co., Ltd. (NSMO), successfully energized the project to upgrade the capacity of the 500kV Hoa Binh Substation, increasing its capacity from 1,350MVA to 1,800MVA.
