EVNNPT’s General Director Mr. Pham Le Phu encouraged contractors to work over Tet Holiday on 500kV Transmission Line, Circuit 3 Project
On January 1st 2024, General Director of National Power Transmission Corporation (EVNNPT) - Mr. Pham Le Phu and a working delegation from EVNNPT inspected the construction site and encouraged all contractor units constructing the 500kV Nam Dinh I Thermal Power Plant – Thanh Hoa Transmission Line, Circuit 3 project.
The delegation included Mr. Luu Viet Tien - Deputy General Director of EVNNPT, Mr. Trinh Tuan Son - Chairman of EVNNPT’s Labor Union, leaders of EVNNPT’s specialized departments, and leaders of Northern Power Project Management Board (NPMB).
During the site inspection in Thanh Hoa province, EVNNPT’s General Director presented gifts to the contractors at tower 167 - implemented by Advanced Information Technologies Corporation (AIT Corp); tower 145 - implemented by Phuong Hanh Co., Ltd (FUHACO); tower 107 - implemented by Song Da 11 Joint Stock Company; tower 105 - implemented by PC1 Group; and supervision consultant - Power Engineering Consulting Joint Stock Company 4 (EVNPECC4). In Nam Dinh province, EVNNPT’s leaders gifted contractor of tower 20 - Power Construction Installation Company Limited No 4.
The 500kV transmission line from Nam Dinh I Thermal Power Plant to Thanh Hoa project started construction from late October 2023. The project is about 74.4 km long with 2 circuits from 500kV Nam Dinh I Thermal Power Plant’s switchyard to 500kV Thanh Hoa Substation, running through Nam Dinh, Ninh Binh and Thanh Hoa provinces.
This is one of the 4 component projects under the 515km-long 500kV Transmission Line, Circuit 3 project, from Quang Trach (Quang Binh province) to Pho Noi (Hung Yen province) running through 9 provinces.
Once completed, the project will help reduce load and avoid overloading for existing 500kV lines ensuring N-1 criterion, especially at high North-Central transmission loads when Northern hydropower plants generate less. The transmission line also helps improve transmission stability on the North-Central lines, together with sections of the 500kV Transmission Lines from Quang Trach - Quynh Luu - Thanh Hoa, and Nam Dinh I Thermal Power Plant - Pho Noi, contributing transmission capacity from North Central electricity sources to the Northern load center.
So far, 139/180 sites for tower foundations have been handed over, 85 foundations are under construction, and 14 foundations have been completed. With this progress, EVNNPT is closely tracking the set targets and plans.

To meet the Prime Minister’s direction on project completion, EVNNPT and NPMB are concentrating all resources to accelerate the site clearance and construction items with many solutions. In particular, EVNNPT focused on working with localities from provincial, district, commune levels for quick site clearance, survey, pricing, persuading people to soon hand over land for tower foundations and right-of-way to contractors. This is the first decisive step that determines the project progress, so EVNNPT/NPMB pay special attention and assign sufficient specialized officials to closely supervise.
EVNNPT set up the Project Steering Committee, the Project Executive Board and 2 Onsite Teams for the whole line in Thanh Hoa, Ninh Binh and Nam Dinh provinces. The Onsite Teams comprise compensation, technical, material officials who directly work on site to supervise contractors’ construction to ensure schedules set by the Project Executive Board and Steering Committee.
The Onsite Teams provide daily updates of construction progress and works execution of contractors. Currently, EVNNPT’s Steering Committee and NPMB’s Executive Board hold daily coordination meetings to keep all works under control, ensuring the construction progress following the Prime Minister’s requirements.

Representing the contractors, HAFUHACO’s General Director – Mr. Le The Hanh said: Recognizing the urgency and importance of the project, the company has developed detailed construction schedules submitted to NPMB for approval. The company also established the Construction Steering Committee, assigned technical staff at site, arranged vehicles, equipment, and concentrated workforce with many construction teams for simultaneous foundation construction at locations handed over by the Project Owner to ensure overall project progress.
To meet the Prime Minister’s requirements, the contractors are ready to mobilize forces to work over the upcoming Lunar New Year holiday to satisfy the project timeline set by investor.
During the site inspection and encouraging contractors, Mr. Pham Le Phu - EVNNPT’s General Director said: With the close guidance and direction from the Government, Prime Minister, ministries and EVN, the project is currently meeting its objectives. EVNNPT/NPMB is focusing resources on site clearance to complete at the earliest for contractors’ intensive construction. To meet project goals, the General Director requires contractors to clearly recognize this as an extremely critical project, to concentrate workforce, equipment, finances for prompt construction right upon site and equipment availability. The Construction Steering Committee must work closely with Onsite Teams to promptly resolve difficulties during implementation. Contractors need to coordinate with NPMB on compensation and site clearance to ensure continuous construction deployment.

To ensure the project schedule directed by Prime Minister and Vietnam Electricity, EVNNPT’s General Director requests contractors, engineering, supervision, compensation consultants to continue strengthening forces to accelerate site clearance and construction right after site handover.
EVNNPT’s leader also requires NPMB to maximize the role of Onsite Teams, to proactively coordinate with localities in site clearance, to supervise contractors for immediate construction right after site handover, strive to complete the project on time with high quality in order to ensure power supply in the Northern region in the coming time.

EVNNPT’s General Director Mr. Pham Le Phu appreciated NPMB’s efforts together with contractors in pursuing progress targets over the past time. Due to the project’s urgency, construction may have to be continued over the upcoming Lunar New Year. Hence, the General Director proposed proactive preparation from contractors in terms of plans and workforce arrangement to work over the Tet holiday meeting the schedule set forth by the Prime Minister.
