EVNPECC4 cooperated with EVNPMB3 to support the co-financiers’ delegation of Bac Ai Pumped Storage Hydropower Project in conducting a field survey
On October 17-18, 2023, after the kick-off meeting in Hanoi, the delegation of co-financiers for Bac Ai Pumped Storage Hydropower Project – Ninh Thuan, including representatives from French Development Agency (AFD), German Development Bank (KfW), Japan International Cooperation Agency (JICA), European Investment Bank (EIB) and the Delegation of the European Union to Vietnam conducted surveys on natural – environmental - social conditions, of the project.
Accordingly, Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) cooperated with Power Project Management Board 3 (EVNPMB3) to support the delegation in conducting field surveys including: upper reservoir area, lower reservoir and surrounding areas in Bac Ai district, Ninh Thuan province. The delegation paid special attention to environmental and social issues, directly interviewed local people and worked with local authorities to learn about the support and compensation policies during the project development phase.

The delegation discussed with EVNPECC4 (the consulting firm prepared the technical design) on specialized design contents, overall site planning, construction organization solutions, overall project implementation schedule, land acquisition, site clearance, contractor selection and construction management for Bac Ai Pumped Storage Hydropower Project.

The co-financiers’ delegation had a review meeting after the project’s field survey
Previously, in mid-September 2023, the Delegation of the European Union to Vietnam conducted an overall field survey on the development of renewable energy and pumped storage hydropower in Ninh Thuan province, South-Central region as well as surrounding areas to see the necessity of investing in pumped storage hydropower in Ninh Thuan.

After two days of intensive working with the best support from EVNPMB3 and EVNPECC4, the delegation of co-financiers for Bac Ai Pumped Storage Hydropower Project highly appreciated the coordination of the parties for the delegation to understand the investment preparation and technical design of the project. Environmental and social (E&S) issues were also thoroughly assessed by EVN, PMB and related units, which will accelerate the project appraisal for financing.
At the end of the field survey, the delegation continues to work with EVN in Hanoi on October 19-20 to discuss next steps for accelerating the decision-making process on financing the project, meeting the schedule to start construction in 2024.
