EVNPECC4 Joined Hands with the Community to Provide Social Insurance and Health Insurance Books for Underprivileged People in Khanh Hoa Province
After nearly three months of implementation, the program of providing social insurance (SI) and health insurance (HI) books for individuals in difficult circumstances has benefited 418 people in Khanh Hoa province. This initiative has enabled them to enjoy social welfare benefits.
Assisting Those in Need
Mrs. Nguyen Thi Tuyet, a resident of Ninh Da Ward, Ninh Hoa Town, is one of the beneficiaries who recently received a Social Insurance (SI) card through the program. Mrs. Tuyet's family is classified as a poor household, with a monthly income of around 3 million VND earned from weaving crafts for a nearby agency. Previously, Mrs. Tuyet participated in SI but had to stop due to her family's extremely difficult circumstances. She shared, "With the provincial authorities' support and provision of the SI card, I will try to work and continue participating in SI to enjoy welfare benefits. When I reach old age, I will have a pension, which will alleviate the burden on my children. I will try to allocate around 300,000 VND each month for SI contributions."

Receiving the Health Insurance (HI) book through the program, Mrs. Huynh Thi Hoa (76 years old, from Nha Trang City) expressed her excitement. Given her children's challenging economic conditions and frequent illnesses, having the HI book gives her peace of mind, as she can receive free medical examinations and treatments.
According to the report from the provincial SI, since its launch in November 2022, a total of 418 individuals in Khanh Hoa province have benefited from the program, with 160 receiving SI books and 258 receiving HI books (with a validity period of 6 months). The total budget for the program exceeded 388.8 million VND. Mrs. Pham Thi Bich Nga, Deputy Director in charge of SI in Ninh Hoa Town, to ensure the program reaches the intended beneficiaries, the unit collaborated with local authorities and agents to select poor households, near-poor individuals, and older adults for the distribution of SI books and HI books. The team also increased awareness campaigns to encourage recipients to continue participating in the program when their books expire to enjoy future welfare benefits.
Community Collaboration
After being affected by the COVID-19 pandemic for several years, many workers in the province have faced unstable employment and fluctuating incomes, which has hindered their ability to participate in SI and HI. Despite understanding the humanitarian and social nature of the policies, these individuals have not been able to afford participation or had to suspend their contributions temporarily until their incomes stabilized. Therefore, receiving the SI and HI books through this meaningful program has deeply touched them. This motivates people under challenging circumstances to strive, contribute, save, and continue participating in the future, with the hope of reducing the financial burden in case of illness and ensuring health for themselves and their families, as well as securing a pension in old age.
Mr. Le Hung Chinh, Deputy Director of Management and Operations at the provincial Social Insurance, stated that when the Vietnam Social Insurance launched the program, all civil servants, officials, and workers in the local SI sector responded by voluntarily contributing a day's salary. Simultaneously, the provincial SI also appealed to units, businesses, and compassionate individuals to provide financial support for purchasing SI and HI, which would be gifted to people in difficult circumstances. Among these contributions, the Provincial Post Office donated 20 HI books worth over 8 million VND; the Khanh Hoa Branch of the Joint Stock Commercial Bank for Investment and Development (BIDV) donated 40 million VND, equivalent to 100 HI books; Khanh Hoa Swallow Nest Co., Ltd. donated 50 HI books valued at over 20.1 million VND; the Labor Union of the Agricultural and Rural Development Bank Khanh Hoa Branch (AgriBank) donated 10 HI books worth over 4 million VND; Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) donated 20 million VND, equivalent to 50 HI books; and the Labor Union of An Binh Commercial Joint Stock Bank Khanh Hoa Branch donated 8 HI books valued at over 3.2 million VND. Additionally, there was funding support from the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) through the Vietnam Social Insurance, allocating 150 SI books worth 267.3 million VND to Khanh Hoa province.
Mr. Le Hung Chinh emphasized that the provincial SI hopes that people will make efforts to overcome difficulties and gradually stabilize their finances, enabling them to continue voluntarily participating in SI and HI for their benefits. He also expressed deep gratitude to the sponsors who have accompanied the SI sector in its social security activities in general and the program of providing SI books and HI books to individuals in difficult circumstances. The provincial SI looks forward to receiving continued support and contributions from the community to financially assist in purchasing SI and HI books so that more workers can voluntarily participate in social insurance and enjoy monthly pensions and healthcare coverage through HI.
