EVNPECC4 makes important mark in the success of the National grid power supply project to Con Dao
On September 4th 2025, Vietnam Electricity (EVN)/ Power Project Management Board 3 successfully energized the 110 kV Con Dao Substation, serving the power supply from the national grid to Con Dao Special Economic Zone. Previously, on September 2nd 2025, EVN/ Power Project Management Board 3 also successfully organized the energization of the National Grid Power Supply Project to Con Dao Special Economic Zone. In this national key project, the Joint Venture of PC1 Group Joint Stock Company and Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) participated in implementing Package HH01-DZCD: Design, equipment supply and construction of submarine cable section (EPC).
This achievement demonstrates the advancement of domestic enterprises, proving their capability to replace foreign contractors, thereby helping to save foreign currency for the country. This is also the first time Vietnamese contractors have synchronous and modern monitoring equipment to carry out trenching and laying of 110 kV offshore submarine cables, which previously was only done with 22/35 kV voltage levels in near-shore marine areas. This is a complex project due to very high requirements such as construction of buried submarine cables in marine areas with depths up to 52m, underground cable works crossing through the forest conservation area of Con Dao National Park with strict environmental protection requirements during construction and operation. In addition, the project completion time had to be shortened according to the Prime Minister's requirements.

Building on the success of power supply projects from the national power system to Ly Son island district and Cu Lao Cham island, EVNPECC4’s young team of design engineers continued to demonstrate pioneering spirit and master modern technology to make a strong mark in the National Grid Power Supply Project to Con Dao Special Economic Zone - A project with the longest 110 kV submarine cable line in Southeast Asia, implemented for the first time in Vietnam. The project not only ensures safe, continuous and stable power supply but also meets socio-economic development needs, ensures national defense and security, and improves the lives of people on remote islands.

The project helps replace on-site diesel power generation sources, reduce electricity production costs, limit greenhouse gas emissions, contribute to Vietnam's emission reduction commitments and sustainable development, affirming the capacity to deploy large-scale energy projects with modern technology under complex and harsh marine construction conditions.
The National Grid Power Supply Project to Con Dao was approved for investment policy by the Prime Minister in Decision 708/QD-TTg dated June 16th 2023, and assigned to EVN for implementation. With a total length of 103.7 km, the project includes a 17.5 km overhead line through Soc Trang province; a 77.7 km submarine cable connecting from mainland to the island; an 8.5 km underground cable on the island; expansion of circuit bays at 220 kV Vinh Chau substation (Soc Trang province) and construction of a 110/22 kV substation at Con Dao.

The project holds particularly important significance for the socio-economic development of Con Dao Special Economic Zone, Ho Chi Minh City. This is a project celebrating the 80th anniversary of the successful August Revolution and National Day of the Socialist Republic of Vietnam (September 2nd, 1945 - September 2nd, 2025). The project's completion is an important turning point in realizing the national energy infrastructure development strategy, demonstrating the determination of the Government, the power sector and participating units in caring for and developing infrastructure for sea and island areas, border and maritime island regions of the Fatherland.

National Grid Power Supply Project to Con Dao:
Investor: Vietnam Electricity (EVN).
Project scale: 110kV voltage level project, total length 103.7km, including:
- Overhead line: 17.5km through Vinh Chau Town, Soc Trang province.
- Submarine cable: 77.7km connecting from VT32 (last pole at sea) to Con Dao.
- Underground cable on island: 8.5km from landing point to 110KV substation at An Hoi Power Plant, Con Dao.
- Substations: Expansion of 110kV circuit bay at 220kV Vinh Chau Substation (Soc Trang) and construction of 110/22kV GIS Substation at Con Dao.
- Total investment: 4,923 billion VND
- Construction deployment: December 2024
- Completion of cable laying entire route: August 12th, 2025.
- Completion of 220kV Vinh Chau substation expansion (Can Tho City): August 5th, 2025
- Test energization of entire route: 6:42 PM on August 22nd, 2025.
- Energization: 7:09 PM on September 2nd, 2025.
