EVNPECC4 - The first engineering consulting firm in Vietnam to perform Technical design and Detailed design for a nearly 80 km long 110kV submarine cable route
On March 8th 2025, in Vinh Chau Town, Soc Trang Province, Vietnam Electricity (EVN), in collaboration with the EVN’s Labor Union, held a launching ceremony to promote the completion of construction progress targets for the National Power Grid Connection Project to Con Dao District, Ba Ria - Vung Tau Province. As part of the EPC package for the project, in partnership with PC1 Group Joint Stock Company, Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) is honored to be the first engineering consulting firm in Vietnam to perform the technical design and detailed design for this crucial nearly 80 km long 110kV submarine cable route.
In alignment with the Party and State's policies on electricity supply for islands, the Prime Minister and the Ministry of Industry and Trade assigned EVN as the investor for the National Power Grid Connection Project to Con Dao District, with Power Project Management Board 3 (EVNPMB3) responsible for project management.
According to the plan, the project is expected to be completed and energized in 2025, with a total investment of VND 4,923 billion. The project consists of a 110kV transmission line with a total length of 103.7 km, including: 17.5 km of overhead transmission lines across Soc Trang Province, 77.7 km of submarine cable, 8.5 km of underground cable on Con Dao, Expansion of the 220kV Vinh Chau Substation (Soc Trang) and construction of the 110/22kV GIS Substation on Con Dao.
The EPC package is the primary package of the project, covering the engineering, equipment procurement, and construction of the 110kV submarine cable route, approximately 77.7 km long, extending from the offshore transition point in Soc Trang to the Con Dao landing point. This is the longest 110kV submarine cable route in Southeast Asia, implemented for the first time in Vietnam. The PC1 Group - EVNPECC4 Consortium was honored to be selected as the EPC contractor by EVN through domestic competitive bidding, meeting the required technical capacity and experience for the package.

Con Dao holds critical strategic importance in national defense, security, and maritime sovereignty, while also being a highly valuable historical, cultural, and tourism destination. However, the island district currently relies on a diesel power system with limited capacity (11.8MW), which is insufficient to meet future economic and social development needs. After completion, the transmission line is expected to supply electricity to Con Dao with a total capacity of approximately 29MW by 2026, 55MW by 2030, and 90MW by 2035.
Mr. Vuong Anh Dung – Deputy General Director of EVNPECC4 shared: “EVNPECC4 has reached a significant milestone by becoming the first engineering consulting firm in Vietnam to design a nearly 80 km long 110kV submarine cable route for the National Power Grid Connection Project to Con Dao District, Ba Ria - Vung Tau Province. We hope that by September 2025, the entire island district will be illuminated, maritime security will be strengthened, and the living conditions of the island’s residents will be improved, befitting Con Dao’s status as a renowned cultural and spiritual landmark.”

• Substations: Expansion of the 220kV Vinh Chau Substation (Soc Trang) and construction of the 110/22kV GIS Substation in Con Dao.
