EVNPECC4's training on using database software of dams, reservoirs and downstream water level maps of hydropower dams in Thanh Hoa province
Power Engineering Consulting Joint Stock Company 4 (EVNPECC4), in collaboration with Tri Nghia Technology, Trade, and Services Co., Ltd., and the Department of Industry and Trade of Thanh Hoa province, organized a two-day training conference on December 7th and 8th, 2022, in Thanh Hoa City, Vietnam. The meeting focused on training participants in using the database software for managing dams, reservoirs, and downstream water level maps of hydropower dams in Thanh Hoa province.
During the event, Mr. Nguyen Huy Han, Deputy Director of the Environmental Consultancy Center at EVNPECC4, provided direct training to specialized personnel from various units and agencies in Thanh Hoa province.
Overview of the training program on 07/12/2022
Dams and hydropower reservoirs are critical infrastructures with significant impacts on the community safety, and their operations typically span long periods, ranging from 30 to 50 years. Given the increasingly complex weather patterns, changing socio-economic conditions, and evolving infrastructure surrounding hydropower projects, it is crucial to integrate a comprehensive database software that includes information on dams, reservoirs, and downstream water level maps of hydropower dams. This integration provides:
- A foundation for developing annual emergency response scenarios.
- Improving proactive response capabilities.
- Minimizing potential damages during the rainy season.
The Department of Industry and Trade of Thanh Hoa province issued Decision No. 634/QD-SCT on June 16th, 2022, approving the project "Building of a database software for managing dams, reservoirs, and downstream water level maps of hydropower dams in Thanh Hoa province." EVNPECC4 and Tri Nghia Technology, Trade, and Services Co., Ltd. were approved as the joint contractors for the project.

The project's specific objective is to establish a robust database software system that facilitates the management of dams, reservoirs, and downstream water level maps of hydropower dams within Thanh Hoa province. This software enables online connectivity between state management agencies, investors, operating units, and hydropower plants across the province. The database software enhances management and operational efficiency by systematically organizing and digitizing reports, archives, and essential data. Furthermore, the project aims to develop a comprehensive system for mapping downstream water levels of dams and reservoirs, integrate it into the national database system, and establish framework regulations for emergency preparedness planning (EPP) for the hydropower system in Thanh Hoa. This system serves as a basis for monitoring impact levels and developing emergency preparedness planning to meet the requirements of disaster prevention, searching and rescuing efforts.
The project scope includes constructing downstream water level maps and emergency response scenarios. Specifically, it involves supplementing the downstream water level maps for the Ma River basin under different flood discharge scenarios (4%, 5%, 10%, 20%). The research scope encompasses dams, reservoirs, and hydropower plants along the main Ma River and its tributaries, including the Chu River, Luong River, Lo River, and the downstream area.
The project also entails the development of a comprehensive database software system that encompasses all dam and reservoir systems in Thanh Hoa province. This includes updating the database software for dams and hydropower plants situated in the upper Ma River basin, which encompasses the territories of Dien Bien, Son La, and the Lao People's Democratic Republic.
At the conclusion of the conference, participants highly appreciated the training content. They expressed their expectations for EVNPECC4 to continue providing additional training programs to support the operation of power plants and disaster response efforts in the downstream areas of Thanh Hoa province.
