Fichtner – EVNPECC4 – IBST Consortium Secures PMC Contract for Petrovietnam's O Mon IV Thermal Power Plant
On August 27th 2025, in Ho Chi Minh City, the signing ceremony of the contract for Package OM4-PMC-TVA-12: Project Management Consultancy (PMC) Services for O Mon IV Thermal Power Plant (TPP) was successfully held between Vietnam National Industry – Energy Group (Petrovietnam) & the Power Project Management Board (PVPMB) under Petrovietnam and the Consortium of Fichtner – Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) – Vietnam Institute for Building Science and Technology (IBST).
The signing ceremony was attended by senior representatives of Petrovietnam, PVPMB, Fichtner – Germany’s largest independent engineering and consultancy company, and IBST. Representing EVNPECC4 was Mr. Le Cao Quyen – Chairman of the Board of Directors.
O Mon IV Thermal Power Plant is the first downstream project in the Block B – O Mon Gas-to-Power Chain, marking a strategic milestone on Vietnam’s national energy map. The plant has a designed capacity of 1,155 MW, with a total investment of nearly VND 30,000 billion. It features high efficiency, fuel economy, and environmental sustainability. The groundbreaking ceremony took place on August 19th 2025, at the O Mon Power Center (Can Tho). By December 2028, synchronized with the gas supply from Block B to shore, the plant is expected to be completed and put into commercial operation.

Under Package OM4-PMC-TVA-12, the Consortium of Fichtner – EVNPECC4 – IBST will accompany Petrovietnam throughout the entire EPC (Engineering – Procurement – Construction – Commissioning) phase: from reviewing technical design, supervising procurement and equipment manufacturing, managing construction and installation, to testing, acceptance, and final handover. Within the Consortium, EVNPECC4 plays a key role in supervision and technical support, directly controlling quality, safety, and progress, while coordinating with the EPC Contractor at key project milestones.
With extensive experience in consulting, engineering, and management of major power projects, EVNPECC4 continues to demonstrate the pioneering capacity of Vietnamese engineering consultancy while contributing to the success of O Mon IV TPP – a strategic downstream project in the Block B – O Mon Gas-to-Power Chain.
