Inauguration Ceremony of Lao Cai - Vinh Yen 500kV Transmission Line Project

On 17 October 2025, at Xuan Quang Commune, Lao Cai Province, Vietnam Electricity (EVN) solemnly held the Inauguration Ceremony of the Lao Cai – Vinh Yen 500kV Transmission Line Project. This project is dedicated to celebrating the success of the 1st Congress of the Government Party for the 2025–2030 term, in preparation for the 14th National Congress of the Party. Previously, the  Lao Cai – Vinh Yen 500kV Transmission Line Project was successfully energized on 30 September 2025, completing eight months ahead of schedule compared to the initial plan approved under the Prime Minister’s Investment Policy Decision.

Attending the ceremony on behalf of the Government leaders were: Mr. Ho Duc Phoc – Member of the Party Central Committee, Deputy Prime Minister.

Representatives of leaders of Central Ministries, Departments, and Branches include:

  • Comrade Ha Thi Nga - Member of the Party Central Committee, Vice President of the Central Committee of the Vietnam Fatherland Front;
  • Comrade Cao Anh Tuan - Deputy Minister of Finance;
  • Mr. Nguyen Quoc Tri – Deputy Minister of Agriculture and Environment;
  • Lieutenant General Le Quang Dao, Deputy Chief of the General Staff of the Vietnam People's Army;
  • Representatives of the Vietnam General Confederation of Labor, Central Committee of the Ho Chi Minh Communist Youth Union.

On behalf of the leaders of Lao Cai and Phu Tho provinces, there were Mr. Tran Huy Tuan - Chairman of Lao Cai Provincial People's Committee; Ms. Phung Thi Kim Nga - Vice Chairman of Phu Tho Provincial People's Committee. Also attending the inauguration were representatives from provincial departments and agencies, Party committees, and local authorities of the communes along the 500kV transmission line route, as well as representatives of the leadership of the Office of the Government Steering Committee for National Key Programs, Projects, and Works in the Energy Sector.

On behalf of EVN were Mr. Dang Hoang An - Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam Electricity (EVN); Mr. Nguyen Anh Tuan – President and CEO of EVN; leaders of the Vietnam Electricity Trade Union; representatives from EVN’s professional departments; and the Power Project Management Board No.1 (EVNPMB1).

The project also involves design consultants, supervision consultants, and construction contractors, as well as representatives of contractors and units supporting the construction of the transmission line.

Over a period of more than six months, the project encountered numerous difficulties and challenges due to harsh weather conditions, rugged mountainous terrain, complex geological formations, extensive site clearance work, and a highly demanding schedule. However, with the experience, strong determination, and outstanding efforts of EVN, the Power Project Management Board No.1, together with consulting firms, contractors, and suppliers of materials and equipment, the project was implemented promptly, synchronously, and efficiently.

Particularly, EVN and its units received close direction and guidance from the Government, the Prime Minister, and Government Steering Committee for National Key Programs, Projects, and Works in the Energy Sector, as well as strong coordination and support from the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of National Defence, the Ministry of Public Security, and the Ministry of Agriculture and Environment, and other relevant ministries and agencies; the support, close cooperation, and active guidance from Party committees, local authorities, the Vietnam Fatherland Front, and the people of Lao Cai and Phu Tho provinces, as well as the timely support from Military Region 2, provincial police forces, local authorities of the communes along the transmission line route, the Central Committee of the Ho Chi Minh Communist Youth Union, and the volunteer youth forces of the Lao Cai and Phu Tho Provincial Youth Unions.

With the highest determination and effort, applying the working principles of “four-onsite,” “three shifts, four crews,” “overcoming sun and rain,” and “work through holidays, Tet, and days off,” after more than six months of construction, the project successfully completed major tasks, including:

  • Excavation of nearly 1.8 million cubic meters of soil and rock for foundations;
  • Pouring nearly 110,000 cubic meters of concrete using approximately 7,500 tons of reinforcing steel;
  • Production and erection of 55,000 tons of steel columns;
  • Laying more than 6,000 kilometers of various types of cables (26 conductors, ground wires, and optical cables).

The Lao Cai – Vinh Yen 500kV Transmission Line Project is a national key project, consisting of a double-circuit 500kV transmission line with a total length of 229.5km and 468 tower foundations. The project traverses the territories of two provinces, Lao Cai and Phu Tho (previously spanning four provinces: Lao Cai, Yen Bai, Phu Tho, and Vinh Phuc), with its starting point at the Lao Cai 500kV Substation and its endpoint at the Vinh Yen 500kV Substation. The total investment of the project, exceeding VND 7,410 billion, was arranged with 80% financed through a loan from the Joint Stock Commercial Bank for Foreign Trade of Vietnam (Vietcombank) and 20% as counterpart funding from EVN. To ensure synchronized and efficient operation, the Lao Cai 500kV Substation Project – Phase 2, with a total investment of over VND 1,564 billion, has also been completed, including construction and energization of the 500kV switchyard and 500kV transformer, in synchronization with the Lao Cai – Vinh Yen 500kV Transmission Line Project.

Once commissioned, the Lao Cai – Vinh Yen 500 kV Transmission Line will be capable of transmitting approximately 3,000MW from hydropower plants in the Northwestern region and surrounding provinces to the national power grid, while also enhancing the country's electricity import capacity. At the same time, the transmission line establishes strong interconnections between regions within the power system, enhances the safety and stability of the national electricity system, reduces transmission losses, and improves EVN’s efficiency in electricity generation and business operations.
