Inauguration of Seraphin Waste-to-Energy Plant with capacity of 2,250 tons/day and night
On the morning of September 18th, 2025, at the Xuan Son Solid Waste Treatment Complex in Tung Thien Ward, the Hanoi People's Committee and AMACCAO Group organized the inauguration ceremony of the Seraphin Waste-to-Energy Plant with a capacity of 2,250 tons/day and night.
Attending the inauguration ceremony were Mr. Tran Sy Thanh - Central Party Committee Member, Deputy Secretary of the Municipal Party Committee, Chairman of Hanoi People's Committee; Mr. Nguyen Trong Dong Standing Committee Member of the Municipal Party Committee, Vice Chairman of Hanoi People's Committee and Mr. Pham Qui Tien - Vice Chairman of the Municipal People's Council.

Currently, approximately 7,600 tons of domestic waste are generated daily in Hanoi, creating significant pressure on infrastructure, environment, and people's lives. For many years, landfill methods have remained predominant, which are both outdated and harbor numerous risks of soil, water, and air pollution. In this context, bringing the Seraphin Waste-to-Energy Plant into commercial operation is considered a breakthrough solution.
The plant has a processing capacity of 2,250 tons of waste/day and night - equivalent to approximately one-third of the entire city's domestic waste volume and generates 37 MW of electricity per hour, sufficient to supply tens of thousands of households. Throughout the entire waste incineration process, the plant utilizes Martin technology (Germany), helping reduce landfill rates by 97-98%, while ensuring emission indicators, exhaust gases, and fine dust meet stringent EU2010 standards.
Notably, by-products from the waste processing such as bottom ash are utilized to produce precast concrete and non-fired bricks, contributing to circular economy development.

With a total investment of approximately 5,000 billion VND over an area of 6.28 hectares, Seraphin is the first modern waste-to-energy plant owned and invested by a Vietnamese private enterprise as the main investor, general contractor for engineering, construction, and supervision consulting, thereby affirming domestic enterprises' capabilities in mastering high technology.
The Seraphin project was granted investment policy approval by the Hanoi People's Committee in late 2021, with construction commencing in March 2022. After more than three years of continuous construction, on May 1st 2025, the plant began receiving and processing waste, and by July 1st 2025, it had commenced commercial electricity generation. This timeline is evaluated as "record-breaking," as similar waste-to-energy projects worldwide typically take 5-8 years to complete.

Speaking at the inauguration ceremony, Vice Chairman of Hanoi People's Committee Mr. Nguyen Trong Dong commended the active role of municipal departments, committees, and sectors, particularly the departments of Construction, Finance, Agriculture and Environment for their timely advice, obstacle resolution, and facilitation enabling the project to proceed on schedule with quality and efficiency.
"Putting the Seraphin Waste-to-Energy Plant into operation is only the beginning step. The city sets the goal of completely ending domestic waste landfilling in the coming period, replacing it with advanced treatment technologies such as waste-to-energy incineration, recycling, and reuse," Vice Chairman of the People's Committee Mr. Nguyen Trong Dong emphasized.

To achieve this goal, comrade Nguyen Trong Dong stated that Hanoi city will continue to replicate the model of modern waste-to-energy plants, construct centralized waste treatment complexes, while simultaneously promoting waste separation at source - a key solution linked to raising community awareness. The city also commits to creating the most favorable conditions for enterprises investing in the waste treatment sector, aimed at building a clean, friendly, and modern Hanoi.
