Launching the "Five Best" emulation movement to build the 500kV transmission line, circuit 3 from Quang Trach to Pho Noi
According to Plan No. 21/KH-TLĐ-EVN dated February 26th 2024 issued by the Vietnam General Confederation of Labor and Vietnam Electricity, the emulation movement at the construction site of the 500kV circuit-3 transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) was launched with the theme "Five Best", including: Fastest progress; Best quality; Safest - Most economical; Most creative; Best care for workers’ lives.
The emulation period lasts for 120 days and nights from March 1st 2024 to June 30th 2024.
Specific emulation targets: Complete foundation casting construction by March 30th 2024; Complete tower erection construction by April 30th 2024; Complete stringing by June 28th 2024; Complete testing, commissioning and energization by June 30th 2024.
The emulation movement was launched to create an exciting atmosphere, encourage and motivate labor union members and employees on construction sites of the project to promote initiatives, creativity, technical innovations, improve labor productivity and management efficiency, contributing to speeding up the progress, ensuring quality of constructions. At the same time, regularly care for and improve the lives of construction workers at the site.
The emulation movement also aims to set up achievements to celebrate the 49th anniversary of Southern Liberation and National Reunification Day (April 30, 1975-April 30, 2024) and the 138th anniversary of International Labor Day (May 1, 1886-May 1, 2024), the 70th anniversary of Dien Bien Phu Victory Day (May 7, 1954-May 7, 2024) and the 134th birthday of President Ho Chi Minh (May 19, 1890-May 19, 2024).

The specific emulation contents are as follows:
For labor union members, engineers, workers in units and companies directly managing, supervising, organizing construction and serving at the site:
Emulate to innovate and improve project management efficiency, reasonably use human resources, labor efficiency, working time, promote the capacity and strengths of engineers and workers at the site.
Emulate to apply science, technology, management solutions to improve efficiency in using equipment, vehicles, production tools; save materials, reduce costs and construction expenses.
Emulate to promote technical initiatives and innovations, enhance on-site training to improve skills and workmanship of on-site workers.
Emulate to well implement technical requirements, build a safe working environment, minimize construction risks.
Emulate to save, combat waste at the site and regularly inspect and supervise the practice of saving and anti-waste activities during construction.
For labor union members, officers and public servants in Central and local state management agencies related to the project:
Emulate to improve quality and efficiency in advising on mechanisms, policies, land clearance procedures, engineering, appraisal, approval, supervision, inspection and settlement of project expenses.
Emulate to reform administrative procedures, facilitate contractors of the project; speed up procedures for issuing documents related to project implementation, especially in site clearance at localities where the project passes through
Emulate to practice thrift, combat waste in state capital and asset management; publicize information on new mechanisms and regulations related to the project.
Emulate to well implement the campaign "Officials, civil servants and public employees say no to negativity" launched by the Vietnam General Confederation of Labor.
The plan also specifies the tasks of the Vietnam General Confederation of Labor, Vietnam Electricity, contractors and related units to ensure proper implementation of the emulation movement.
