Prime Minister praises EVN and EVNNPT for promoting Heroic tradition in implementing 500kV circuit 3 transmission line Project

Chairing the conference on the implementation status of 500 kV circuit 3 transmission line projects from Quang Trach to Pho Noi on the afternoon of April 1, in Hanoi, Prime Minister Pham Minh Chinh praised the Vietnam Electricity (EVN), directly the National Power Transmission Corporation (EVNNPT), has promoted the Heroic tradition and strongly deployed solutions to promote the project’s implementation.

The conference is held in an offline combined online format. Deputy Prime Minister Tran Hong Ha attended the conference at the video point in Khanh Hoa province.

Attending the conference were Minister of Industry and Trade Nguyen Hong Dien; Minister and Chairman of the Government Office Tran Van Son; leaders of ministries, branches, and agencies at the Central level; leaders of Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, and Quang Binh provinces.

On EVN's side were the Chairman of EVN’s Board of Directors Dang Hoang An, EVN President and CEO Nguyen Anh Tuan, and the leader of the National Power Transmission Corporation.

The project has achieved many encouraging results

Recently, with the drastic direction and action of the Government, the 500kV transmission line project from Quang Trach to Pho Noi has achieved many encouraging results. Specifically, the project has currently completed signing contracts for 225/226 bidding packages; and completed site clearance of 100% of pole foundation positions (1177/1177) and 45.92% (231/503) of span.

Currently, the project has been simultaneously implementing construction on 100% of the foundation positions of the entire route; completed foundation casting in 430/1177 positions; completed erection of 43/1177 pole positions; and 59/1177 pole positions are being erected.

To strive to complete the projects under the Prime Minister's direction, EVN/EVNNPT recommends that the People's Committees of the provinces continue to support the right-of-way clearance, handing over the remaining spans to the investor to carry out wire pulling (expected to start on April 10, 2024); at the same time, direct the People's Committees of districts/site clearance councils to urgently inventory, count, and determine the number of houses/households that must be relocated and resettled, and carry out resettlement procedures for the households, ensuring the right-of-way safety to energize the project by June 2024...

Assessing the important projects, the implementation progress basically meets the requirements, but the workload is still very large. To complete the project as planned, Prime Minister Pham Minh Chinh required ministries, sectors, localities, and units to focus on coordinating and synchronously deploying the remaining tasks, continuing to coordinate and review related issues; promptly handle authorized problems; striving to overcome difficulties and challenges, ensure timely progress, quality, and labor safety, especially labor safety in locations with difficult and complex terrain and unfavorable weather.

EVN, directly EVNNPT, continues to urge construction contractors to concentrate human resources and construction machinery to soon complete the pole foundations construction and organize the pole erection and wire pulling following the committed schedule; materials and equipment supply contractors urgently complete the manufacture and transport it to the construction site for synchronous erection.

The Prime Minister required relevant units to strive to complete the policy framework to compensate people affected by the project before April 10, 2024; Complete the casting of foundation positions before April 30; Complete the pole erection before May 30; Basically complete project items on June 20, 2024, to energize and put into operation no later than June 30, 2024.

- Project investor: National Power Transmission Corporation (under EVN)

- Total investment: approximately 22,000 billion VND

- Scale: Includes 2 circuits of 500kV transmission line, approximately 519km length. Starting point is the 500kV Quang Trach Switchyard (Quang Binh), ending point is the 500kV Pho Noi substation (Hung Yen)

- Engineering consultants: Power Engineering Consulting Joint Stock Companies 1, 2, 4 and Institute of Energy

- The Northern Power Projects Management Board (NPMB) on behalf of EVNNPT manages and operates 2 sections: Nam Dinh I Thermal Power Plant – Thanh Hoa and Nam Dinh I Thermal Power Plant – Pho Noi.

- The Central Power Projects Management Board (CPMB) on behalf of EVNNPT manages and operates 2 sections: Quang Trach – Quynh Luu and Quynh Luu – Thanh Hoa.
