Taking advantage of favorable weather, accelerating construction progress of 500kV Lao Cai - Vinh Yen transmission line
On March 27th, EVN’s Vice President Mr.Pham Hong Phuong inspected the construction of packages 1, 3, and 4 of the 500kV Lao Cai - Vinh Yen transmission line project in Lao Cai and Yen Bai provinces. EVN’s leaders specifically required contractors to take advantage of the "golden time" with current favorable weather conditions to accelerate project progress.
EVN’s Vice President Mr.Pham Hong Phuong and the delegation inspected the site at positions VT2, VT14, VT33 of package 1 of Song Da Construction & Service - PC1 - Dong Anh Consortium.
At the site, Deputy General Director of Song Da Construction and Service JSC – Mr.Nguyen Cao Ngoc said that package 1, which his unit is responsible for constructing, has 36 tower foundation positions in Lao Cai province. As of March 27th, the unit is building access roads to 18 positions; implementing site leveling and foundation pit excavation at 14 positions, and reinforcing steel base foundations at 3 positions.
Mr. Hoang Quoc Dong (Power Project Management Board 1 - EVNPMB1) - Chief Construction Supervisor for package 1 in Lao Cai province reported that currently, contractors have concentrated manpower, machinery, and materials at the construction site and implemented negotiations for temporary roads and yards with local residents to proceed with construction. Given the urgency of this project, EVNPMB1 has required contractor’s leaders to be present on-site, maximize human resources, financial resources, as well as materials to ensure continuous construction, especially during favorable weather in April.
The units participating in the project are urgently implementing work, with determination to complete all foundation pits in May 2025, complete tower erection in July 2025, and complete wire stringing in August 2025.

Inspecting construction at package 4 of the project, Mr. Nguyen Van Dung, Deputy General Director of Song Da 11 Company - the implementing contractor, said that package 4 has 51 positions (from positions 149 to 200) located in Yen Bai province. The unit has developed a plan to accelerate construction progress before the northern mountainous provinces enter the rainy season. To date, the unit is implementing construction at a total of 28 positions, having completed leveling at 22 positions, and is excavating foundations and pouring concrete at 10 positions. Song Da 11 aims to complete the foundation part in approximately 40-45 days. The unit will coordinate closely between foundation construction and material supply to ensure synchronization.

Through on-site inspection, EVN’s Vice President Mr.Pham Hong Phuong acknowledged that contractors have implemented the project decisively and synchronously. However, some packages have not met the investor's expectations regarding implementation progress.
Currently, packages 1 and 4 are being implemented relatively well, while package 3 is mainly focusing on negotiation, compensation, and site clearance, without sufficient manpower and equipment on site.

EVN’s Vice President Mr.Pham Hong Phuong requested contractors to increase manpower from now until March 31st to ensure synchronized implementation at all positions to meet the urgent schedule of the project. In particular, they must take advantage of favorable weather to accelerate construction progress. Currently, it is the "golden time" for project construction in the northern mountainous region.
The EVN’s Vice President also directed the supervision consultant to promptly accept phase transitions, closely monitor construction conditions and developments at the site for timely supervision. Power Project Management Board 1 should continue to strictly manage the project, increase construction supervision manpower, and implement simultaneous solutions to ensure progress and quality.
