The Government strongly supports and assists the investor to complete the 500kV circuit-3 transmission line project
This was the affirmation of Mr. Tran Luu Quang - Member of the Party Central Committee, Deputy Prime Minister at the Emulation Launching Ceremony for the construction of the 500kV circuit-3 transmission line from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
Joining forces to accelerate project progress
Deputy Prime Minister – Mr. Tran Luu Quang highly appreciated, congratulated and commended the efforts and attempts of EVN, EVNNPT, the Northern Power Projects Management Board, the Central Power Projects Management Board, and the relevant ministries and sectors for overcoming many difficulties to complete a huge workload. Particularly, the local authorities of 9 provinces have reached consensus, supported, and created favorable conditions for the investor to implement site clearance compensation to hand over the site to the contractors according to the plan.

The Deputy Prime Minister affirmed that the 500kV circuit-3 transmission line project from Quang Trach to Pho Noi is very important for socio-economic development, national defense and security, and the industrialization and modernization process of the country. After completion, the project will contribute to enhancing the transmission capacity of the 500kV Northern-Southern system, compensating for local power shortages in each region, especially ensuring power supply and energy security for the North in the coming years.
According to the Deputy Prime Minister, construction work is being implemented along the entire line, but this is just the beginning. To complete the project and put the line into operation, there is still a lot of work to be done, and the tasks are still very arduous. Certainly, there will be difficulties and obstacles during implementation. Therefore, the ministries and sectors, directly the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment, together with the 9 provinces, need to support the investor, promptly remove difficulties and obstacles, and accelerate the project progress with the common goal of ensuring quality, schedule, safety, and efficiency.

The Deputy Prime Minister also requested the People's Committees of the 9 provinces to carry out procedures for converting forest land use purposes to be eligible for construction at foundation positions; provide maximum support to the investor and relevant units in site clearance compensation, ensuring the handover of the remaining foundation positions in February 2024 and the line corridor in March 2024; pay special attention to the lives of resettled households, creating all conditions for their better lives."
The Deputy Prime Minister called on EVN, EVNNPT, together with consulting contractors, construction contractors, and equipment and material suppliers to uphold a sense of responsibility, strictly implement the commitments in the contracts and the provisions of the law to complete the project on schedule while ensuring quality.
Deputy Prime Minister – Mr. Tran Luu Quang affirmed that the Government, with its responsibility and sentiment, within the assigned tasks and authority, will fully support and assist the project owner to complete this extremely important project, while creating all conditions and contributing to the faster and more comprehensive development of the 9 provinces, making positive contributions to the development of the Northern, Central, Southern regions and the whole country.

Striving for the "Five Bests"
Launching the emulation movement, Mr. Nguyen Dinh Khang - Chairman of the Vietnam General Confederation of Labor called on all members, employees, workers and laborers participating in the project to join the emulation movement with the theme of "Five Bests": Fastest Progress; Best Quality; Safest and Most Economical; Most Creative; and Best Living Care.
To successfully implement the emulation contents, the Chairman of the Vietnam General Confederation of Labor requested labor unions within EVN, the Vietnam Civil Servants’ Labor Union, and the Labor Unions of Ministries of Industry and Trade, Construction, Agriculture and Rural Development, Transport, and the 9 provincial Labor Confederations of Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, and Hung Yen to regularly organize activities to care for, encourage and motivate union members, employees, workers and laborers at the project sites to promote initiatives, creativity, improve management efficiency, apply technical innovation, increase labor productivity, practice thrift and prevent wastefulness, thereby contributing to accelerating progress and ensuring project quality.
At the same time, they should urge officials, employees and workers to successfully implement site clearance; mobilize people to support and assist construction activities at the sites; promptly commend and reward outstanding teams and individuals who have many initiatives and innovations contributing to progress and quality of works and projects.
Contractors actively participate, pay attention, support, create conditions and coordinate with grassroots labor unions to mobilize union members and workers to strive for higher productivity, ensure labor safety, work quality and progress as set out.

On behalf of EVN's leadership, EVN’s President and CEO – Mr. Nguyen Anh Tuan expressed gratitude to the Government, the Prime Minister, ministries and departments for their timely direction, support and facilitation for the project owner to implement projects in accordance with regulations; thanked the leaders and people of the 9 provinces where the projects run through for their consensus, support and facilitation for the project investor (EVNNPT) to carry out site clearance and compensation.
According to EVN’s President and CEO – Mr. Nguyen Anh Tuan, in order to complete the 500kV circuit-3 transmission line from Quang Trach to Pho Noi on schedule as assigned by the Prime Minister, in addition to the attention and facilitation of the Government, ministries, departments and local authorities at all levels, it is crucial to have the encouragement from the Vietnam General Confederation of Labor and labor unions at all levels; as well as the joint efforts and unity of the project owner, consultants and contractors.
The EVN’s President and CEO also requested the leaders of EVNNPT, the Directors of the Northern and Central Power Projects Management Board, to regularly work closely with the Provincial People's Committees to accelerate procedures for forest land-use conversion, compensation, support, and site clearance.
EVNNPT and on-site construction contractors need to be proactive and take the initiative to contact and work with local authorities at all levels where the lines pass, in order to utilize local resources for the implementation of the "four on-site" tasks as directed by the Prime Minister (providing on-site materials, local labor, on-site construction machinery, construction units and on-site construction compensation force).
Construction contractors need to assign responsible leaders to regularly work along the line routes to manage the construction sites, mobilize all resources to work 24/7, with three shifts and four crews, continuing construction on weekends and holidays to speed up progress. Engineering consultants and construction supervision consultants should assign on-site supervisors to meet the construction schedule of the contractors, promptly address any engineering issues that arise, and ensure project’s quality, progress, safety and environmental hygiene.
Representing the construction units, Mr. Vu Trong Vinh - General Director of Song Da 11 Joint Stock Company, pledged that the units will unite, with the highest determination, apply all creativity, mobilize maximum human and machinery resources, closely coordinate with the project owner, organize day and night shifts, seize every hour and minute, race against time, and overcome all difficulties to achieve the overall project goals.

- Total investment of about 22,356 billion VND.
