The Vietnam General Confederation of Labor and EVN cooperated to launch emulation for building the 500kV circuit-3 from Quang Trach to Pho Noi

The emulation launching ceremony for the construction of the 500kV circuit-3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) was organized on the morning of February 27^th in Hung Yen by the Vietnam General Confederation of Labor in coordination with Vietnam Electricity (EVN), with the goal of completing the project in June 2024 as directed by the Prime Minister.

Attending the launching ceremony were Mr. Do Van Chien - Member of the Party Central Committee, Chairman of the Vietnam Fatherland Front Central Committee, Vice Chairman of the Central Emulation and Commendation Council; Mr. Tran Luu Quang - Member of the Party Central Committee, Deputy Prime Minister; Mr. Pham Tat Thang - Member of the Party Central Committee, Standing Deputy Head of the Central Mass Mobilization Committee; Mr. Nguyen Dinh Khang - Member of the Party Central Committee, President of the Vietnam General Confederation of Labor; Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor; leaders of central ministries and departments; and leaders of the People's Committees of 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, and Hung Yen.

From EVN, there were Mr. Dang Hoang An - Secretary of the Party Committee, Chairman of the Board; Mr. Nguyen Anh Tuan - Deputy Secretary of the Party Committee, President and CEO of EVN; Mr. Nguyen Huu Tuan - Standing Deputy Secretary of EVN's Party Committee; members of the Standing Board of EVN's Party Committee, EVN's Board of Members, EVN's Vice Presidents, Chairman of the Vietnam Electricity Labor Union, and leaders of the National Power Transmission Corporation (EVNNPT).

Previously, in Plan No. 21/KH-TLD-EVN dated February 26^th 2024, issued by the Vietnam General Confederation of Labor and Vietnam Electricity, the emulation movement at the construction site of the 500kV circuit-3 transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has the theme of "5 best," including: Fastest progress; Best quality; Safest - Most economical; Most innovative; Best living care.

The emulation period is lasting for 120 days and nights from March 1^st 2024 to June 30^th 2024. The specific emulation goals are: Completing the foundation construction on March 30^th  2024; Completing the tower erection construction on April 30^th 2024; Completing the line stringing on June 28^th 2024; Completing the acceptance and energization on June 30^th  2024.

The emulation movement aims to create an enthusiastic emulation atmosphere for all units to unite, strive to excellently complete the tasks; at the same time, arouse the sense of responsibility, determination to overcome difficulties and the spirit of creative labor, resolving to complete the project energization according to the Prime Minister's directive schedule.

The movement also targets achievements to celebrate the 49th anniversary of the Reunification Day (April 30, 1975 - April 30, 2024), the 138th International Labor Day (May 1, 1886 - May 1, 2024), the 70th anniversary of the Dien Bien Phu Victory (May 7, 1954 - May 7, 2024), and the 134th birthday of President Ho Chi Minh (May 19, 1890 - May 19, 2024).

Reporting at the launch ceremony this morning, EVNNPT’s General Director – Mr. Pham Le Phu said that the project has received great attention and resolute direction from the Government, the Prime Minister, the Ministry of Industry and Trade, and other ministries, agencies, localities, and EVN's leaders. Along with that is the unity, consensus in will and action, mobilizing the combined strength from the Party Committee, professional departments to the socio-political organizations of EVNNPT,…

So far, the project has achieved important results. First, the project completed the investment policy in a very short time (about 4 months) and basically completed the bidding packages. Along the line, 1,143/1,177 (97%) tower foundation positions and 230/502 anchor spans (about 46%) have been handed over. Among them, 7/9 localities have completed handing over all tower foundation positions, and the remaining 2 localities of Nghe An and Thanh Hoa are completing the final procedures to hand over the tower foundation positions to the construction contractor.

As of February 26^th 2024, along the line, temporary construction roads are being built; 950 tower foundation excavations and castings are underway; 99 tower foundations have been completed; 1 steel tower has been erected and 11 steel towers are being erected.

However, according to Mr. Pham Le Phu – EVNNPT’s General Director, the project still faces difficulties and obstacles in converting the forest land use purpose to open temporary roads and temporary works for the two sub-projects of the 500kV Quynh Luu - Thanh Hoa section and the 500kV Quang Trach - Quynh Luu section. In addition, along the line, there are still 34 tower positions and 272 anchor spans that have not been handed over.

The construction work also faces numerous difficulties and obstacles. Specifically, there are 240/1,180 pile foundation positions along the line, requiring urgency in progress, so 240 pile driving and pressing machines need to be mobilized simultaneously. This is a challenge in mobilizing equipment and machinery for construction. Moreover, in some places, households require a road protection deposit when contractors bring machinery to the construction site, with very large and unrealistic amounts. 

Currently, EVNNPT and contractors are making utmost efforts, organizing construction with the principle of "4 on-site", working "3 shifts, 4 teams", "overcoming heat, conquering rain", "only discussing work, not delays", "working through holidays and Tet"... with the highest determination, joining forces with the project owner to complete the project in June 2024.

Striving to complete the project according to the Prime Minister's directive, EVNNPT's leaders proposed that the Government, ministries, agencies, and localities promptly remove obstacles within their authority and responsibilities, especially in converting forest land use purpose and site clearance, so that the project owner can implement subsequent works. The project owner also proposed that the Provincial Party Committees and People's Committees of the provinces where the project passes continue to pay attention and instruct relevant departments and localities to get involved resolutely to hand over all remaining tower foundation positions in February 2024 and the entire line corridor before March 15, 2024 for the units to implement full-scale construction.
