Truong Son Wind Power Plant Cluster – Vietnam’s Largest investment project in Laos officially enters commercial operation
On September 26th 2025, the Truong Son Wind Power Plant Cluster, with a total installed capacity of 600 MW, successfully completed grid connection and testing, and officially commenced commercial operation.
The Truong Son Wind Power Plant Cluster is located on the top of the Truong Son mountain range in Khamkert District, Bolikhamxay Province, Lao People’s Democratic Republic, at altitudes ranging from 1,400m to nearly 2,000m above sea level. The project uses Goldwind turbines with capacities of 6.25MW and 8MW (featuring a blade length of 182m and tower height of 120m) and is executed by Phu Xuan Construction and Trading Co., Ltd. (PXC) as the EPC Contractor. The project was surveyed and studied from October 2023, officially commenced construction in April 2024, and was completed, energized, and put into commercial operation in September 2025.

Previously, on September 6th 2025, Viet – Lao Energy Investment and Development Joint Stock Company (VLE) – the Investor of the Truong Son Wind Power Plant Cluster, together with the National Power Transmission Corporation and relevant parties, completed the synchronized energization from the 220kV outgoing feeder bay at the 220kV Do Luong Substation, the 220kV Truong Son Wind Power Substation, and the 220kV Truong Son Wind Power – Do Luong Transmission Line (with a length of 75km in Vietnam implemented and invested by VLE – this is the first transmission grid project energized to serve the import of electricity from Laos to Vietnam that was implemented by the Investor itself).

The Truong Son Wind Power Plant Cluster is invested in accordance with the electricity trading policy between the Government of Vietnam and the Government of Laos, based on the Agreement on Cooperation in the Development of Power and Mining Projects between the Government of the Lao People’s Democratic Republic and the Government of the Socialist Republic of Vietnam signed in May 2019. The Truong Son Wind Power Plant Cluster is one of the key investment projects under the 2024 Cooperation Plan between the Government of the Socialist Republic of Vietnam and the Government of the Lao People’s Democratic Republic, signed on January 7th 2024.
The Truong Son Wind Power Plant Cluster is an investment project of great significance in politics, national defense and security, and contributes to promoting economic development in the Vietnam – Laos border area. This is a typical project in the Vietnam – Laos cooperation relationship. As of now, the Truong Son Wind Power Plant Cluster is the largest total investment project by a Vietnamese enterprise in Laos put into operation (including investment in the transmission line section in Vietnam), with a total investment of approximately USD 1 billion. It is also the largest-capacity wind power project ever invested by a Vietnamese investor.
When put into operation, the Truong Son Wind Power Plant Cluster, with a total capacity of 600MW, timely supplements renewable energy sources for the Vietnamese power system during periods of high demand, contributing to enhancing power supply reliability and reducing the risk of power shortages for Northern Vietnam, as the project is connected and generates electricity directly to the northern region.
The Truong Son Wind Power Plant Cluster occupies little land area and does not affect local households, so no resettlement is required. The project is invested under the orientation of sustainable development, with special attention to supporting localities and developing livelihoods for residents in the project area through activities such as social welfare, clean water, education, agricultural seed and training support, infrastructure support, and upgrading the Nam On (Laos) – Thanh Thuy (Vietnam) Border Gate, creating the foundation for the implementation of the Hanoi – Vientiane Expressway. This project provides total assistance to Laos of over 400 billion Kip, equivalent to about 500 billion VND.
The Truong Son Wind Power Plant Cluster is an investment project of great significance in politics, national defense and security, contributing to promoting economic development in the Vietnam – Laos border area. This project is evaluated as a typical model in the development of Vietnam – Laos cooperation relations.

Within the Truong Son Wind Power Plant Cluster, Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) participated in providing consulting services for the Truong Son 1 Wind Power Plant Project (capacity: 250MW) with the following specific scopes of work:
- Consulting Contract for Surveying and Preparation of the Feasibility Study/Technical Design – Bidding Documents for the Expansion of the 220kV Do Luong Substation and the 220kV Transmission Line (section in Vietnam) connecting the Truong Son Wind Power Plant to the Vietnam Power System;
- Consulting Contract for Surveying, Technical Design, Detailed Design and Total Cost Estimate for the Plant, 220kV Substation, and 220kV Transmission Line (in Lao territory);
- Consulting Contract for Preparation of Technical Design, Detailed Design and Cost Estimate for the Technical Infrastructure Items (including transportation system, roads and bridges along the route, turbine assembly yards, water supply and drainage systems, and auxiliary facilities).
