Vinh Long: Launch of 4 wind power projects with a total output of approximately 718 million kWh per year
The four wind power plant projects in Vinh Long, once operational, will provide a stable electricity output of about 718 million kWh annually, contributing to ensuring national energy security, reducing greenhouse gas emissions, and protecting the environment.
On September 28th 2025, the People’s Committee of Vinh Long Province, in collaboration with REE Corporation and Truong Thanh Vietnam Group Joint Stock Company, held a groundbreaking ceremony for four wind power plant projects: V1-2 Expansion, V1-3 Phase 2, V1-5 and V1-6 Phase 2, and Dong Hai 3 (V3-3 location).
Speaking at the ceremony, Vice Chairman of the Vinh Long Provincial People’s Committee, Mr. Nguyen Quynh Thien, affirmed that the simultaneous commencement of the four wind power plants demonstrates the province’s determination to harness its coastal wind potential, while concretizing the province’s implementation of the national energy development strategy to 2030, with a vision to 2050.

When completed and put into operation, the four wind power projects will contribute to supplying a stable power source of approximately 718 million kWh per year, meeting the increasing energy demand of the region and the country, ensuring national energy security, reducing greenhouse gas emissions, and contributing to environmental protection.
In addition, these projects will create employment for about 400 workers during the construction phase and around 100 workers during the operation phase, contributing to labor restructuring and increasing the province’s annual budget revenue by about 115 billion VND.
According to Vice Chairman of the Vinh Long Provincial People’s Committee – Mr. Nguyen Quynh Thien, when the four wind power projects are completed and put into operation, they will contribute to providing a stable electricity supply of about 718 million kWh annually
Mr. Nguyen Quynh Thien also stated that the province has potential for coastal and offshore wind power development, with a sea area of approximately 15,000 km² and a coastline of over 130 km, stretching from Duyen Hai to Binh Dai. The coastal area from Duyen Hai to Ba Tri has been assessed by international consulting organizations as having an average wind speed of 7–8 m/s, suitable for large-scale wind power development.
Vinh Long Province plans to develop 45 renewable energy projects onshore, nearshore, and offshore, with a total capacity of approximately 3,855 MW, contributing to the goals of national energy security and green, sustainable energy development in Vietnam.
Regarding the four wind power projects, Ms. Nguyen Thi Mai Thanh, Chairwoman of the Board of Directors of REE Corporation, stated that:
- V1-3 Phase 2 Wind Power Plant has a capacity of 48 MW and an investment capital of approximately VND 2,257 billion;
- V1-5 and V1-6 Phase 2 Wind Power Plants have a combined capacity of 80 MW and an investment capital of VND 3,864 billion;
- Dong Hai 3 Wind Power Plant has a capacity of 48 MW and an investment capital of VND 2,771 billion;
- V1-2 Expansion Wind Power Plant has a capacity of 48 MW and an investment capital of over VND 2,392 billion.
These wind power plants are expected to be energized and put into commercial operation in the fourth quarter of 2026.
The investors and contractors are committed to mobilizing all resources for project implementation, strictly complying with regulations on construction, environment, and occupational safety, and expect continued support and facilitation from local authorities and relevant agencies of Vinh Long Province to ensure on-schedule project implementation in accordance with the approved investment policy.
According to Vice Chairman of the Vinh Long Provincial People’s Committee – Mr. Nguyen Quynh Thien, Vinh Long Province currently has a total commercial power generation capacity of 5,414 MW, including:
- 4 thermal power plants with a total capacity of 4,498 MW;
- 13 wind power plants with a total capacity of 572.1 MW;
- 2 centralized solar power plants with a total capacity of 189 MW; and
- Rooftop solar systems with a total capacity of 154.9 MW.
Each year, the province contributes approximately 30 billion kWh to the national power grid, creating an economic value of about 25,000 billion VND, of which renewable energy sources account for about 5,000 billion VND.

The cluster of four wind power projects in Vinh Long Province, with a total installed capacity of 224 MW, is being consulted by Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) in surveying works serving the technical design, including marine topographic surveys, geotechnical drilling, seismic measurement, and marine hydrometeorological surveys within the project area.
The fact that EVNPECC4 continues to be entrusted by major investors to carry out surveying works for these four nearshore wind power projects in Vinh Long demonstrates the Company’s professional capacity and reputation in the field of renewable energy.
