Vinh Tan 4 Extension Thermal Power Plant successfully grid-connected for the first time
The Vinh Tan 4 Extension Thermal Power Plant (VT4E) is undertaken by a consortium of Power Engineering Consulting Joint Stock Company 3 and Power Engineering Consulting Joint Stock Company 4 for contract management, design appraisal, and construction supervision. The project has been substantially completed, ensuring quality and surpassing the schedule.
On April 22, 2019, the VT4E successfully conducted its first grid connection, surpassing the schedule by 71 days (the planned date as per the contract was July 1, 2019). This milestone marks a significant step towards commissioning the project for commercial operation before October 31, 2019.
Vinh Tan 4 Extension Thermal Power Plant has successfully achieved its first grid connection
VT4E, with an installed capacity of 600 MW, is located in Vinh Tan commune, Tuy Phong district, Binh Thuan province. Vietnam Electricity is the Investor, and the Power Generation Corporation 3/Project Management Board of Vinh Tan Thermal Power Plant is responsible for project management.
The project utilizes existing infrastructure and some shared systems with the Vinh Tan 4 Thermal Power Plant project. It is one of the critical projects of the government, aligned with the Power Development Plan VII, aiming to meet the urgent electricity demand of the southern provinces.
According to the design, the annual electricity output of VT4 will contribute approximately 3.6 billion kWh to the power system. It will operate with the existing Vinh Tan 4 Thermal Power Plant (2 x 600 MW) to ensure a stable power supply for the socio-economic development of Binh Thuan province and the southern provinces.
Main information about the Vinh Tan 4 Extension Thermal Power Plant Project:
- Investor: Vietnam Electricity.
- Project management consulting unit: Power Generation Corporation 3/Project Management Board of Vinh Tan Thermal Power Plant.
- EPC contractor: DMPP Consortium, consisting of Doosan Heavy Industries & Construction (DHI - South Korea), Mitsubishi Corporation (MC - Japan), Power Engineering Consulting Joint Stock Company 2 (EVNPECC2 - Vietnam), and Pacific Corporation (PACIFIC - Vietnam).
- Contract management and construction supervision consulting: Consortium of Power Engineering Consulting Joint Stock Company 3 (EVNPECC3), Power Engineering Consulting Joint Stock Company 4 (EVNPECC4), and foreign subcontractors.
- Design capacity: 1 x 600 MW (utilizing supercritical boiler technology).
- Total investment: 23,926 billion VND.
- Commencement date: April 23, 2016.
The EVNPECC4’s scope of work in the contract management and construction supervision consulting package includes:
Main work items:
- Auxiliary equipment system of the turbine.
- Auxiliary equipment system of the boiler: burners, crushers, feedwater pumps, flue gas systems, air dryers.
- Distributed control and monitoring system (DCS).
- Entire Balance of Plant (BOP) system of the power plant: coal supply and treatment system, water supply and wastewater treatment system, circulating water pipe, auxiliary cooling water system, compressed air system, fire detection and firefighting system, smoke treatment systems: electrostatic precipitator (ESP), seawater flue gas desulfurization (FGD), 210m flue gas stack, bottom ash and fly ash handling system, HVAC system for the entire plant, mineral water, domestic and service water tanks, clean and dirty oil tanks.
- Electrical system inside the power plant: 11kV electrical equipment, DC backup and UPS system, cable system, CCTV surveillance system, continuous environmental monitoring system (CEMS) and data transmission to the Department of Natural Resources and Environment (DNRE).
- Construction part: main power house, ESP-FGD-ASH control building, flue gas stack, guardhouse, fencing, internal roads, pipe supports, landscape and greenery.

- Review and approval of technical design documents.
- Review and approval of detailed design documents.
- Preparation of construction method documents and inspection and acceptance plans.
- Preparation of commissioning process documents.
- Construction supervision and installation of equipment in terms of quality, progress, and quantity management
- Environmental management and supervision, occupational health and safety (HSE) on the construction site.
- Monitoring and participating in explanations with the Investor regarding loan agreements.
- Supporting and participating in explanations with the relevant authorities on tax-related issues, procedures, and customs clearance reports.
- Checking documents and records for payment purposes.
- Monitoring and inspecting goods at the port.
- Monitoring and evaluating the training and technology transfer activities of the EPC contractor.

- Testing and conducting trials at the workshop.
