Vietnam Wind Power 2022: An international forum facilitating Wind power industry
Continuously for 2 days 1st - 2nd December in Hanoi, Power Engineering Consulting Joint Stock Company 4 (EVNPECC4) is proudly to be one of co-organizers of Vietnam Wind Power 2022 (VWP22), with Global Wind Energy Council (GWEC), Kingdom of the Netherlands in Vietnam, Norwegian Embassy in Hanoi and Innovation Norway.
A forum facilitates Vietnam's wind power industry
The Conference has gathered 350 delegates who are leaders of the Central Economic Commission, the Ministry of Industry and Trade, the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment, Vietnam Electricity and local authorities across the country, representatives of Embassies in Vietnam, businesses, related industry associations, large domestic & foreign organizations and corporations, experts from Vietnam & international research institutes and universities.
High-ranking delegates attended Vietnam Wind Power 2022.
Vietnam is considered as one of the countries with good wind resource. The draft Power Development Plan VIII sets targets including 7 GW of offshore wind and 21 GW of onshore wind by 2030. The wind power industry is ready, capable of realizing these targets and helps Vietnam strengthen national energy security, improves the trade balance, increases the economy sustainability and international competitiveness.
During the opening session of the Conference, Dr. Le Cao Quyen - Chairman of the Board, EVNPECC4, VIP speaker of VWP 2022 shared: “GWEC and Vietnam Wind Power since 2018 till now, have actively contributed to Vietnam's rapid development process to become the leading country in Southeast Asia in terms of wind power installed capacity.
Boldly participating and as one of the few Vietnamese companies to become an official member of GWEC, EVNPECC4 is truly honored to be chosen as the co-organizer of VWP22. Through the VWP22 forum as well as other opportunities, EVNPECC4 wishes to have more concrete and sustainable cooperation relationships with investors, consulting firms, suppliers who have capabilities, experiences and a deep interest in Vietnam wind power market.”
In the context of Vietnam's commitments and strong political will to tackle climate change challenges, including the commitment to achieve net zero emissions target by 2050 that has been reaffirmed in the updated of Vietnam's Nationally Determined Contribution (NDC) at COP27 in Greece recently, requiring a fundamental transformation in all sectors of the economy.
Mr. Pham Nguyen Hung - Deputy Director General of Electricity and Renewable Energy Authority (Ministry of Industry and Trade) said: "Facing with difficulties in ensuring energy demand for economic development, maintaining security and defense then focusing on energy transition; ensuring national energy security; developing green, clean and sustainable energy; meeting international commitments on climate change have been identified as key goals in Vietnam's national energy development strategy".
The conference discussed many important topics: energy policy and wind power development; the role of international cooperation for wind development in Vietnam forum; perspectives on the next growth stage of Vietnam’s wind power; strategies and best practices on Vietnam's onshore wind power supply chain development; onshore operation and maintenance strategies... Many delegates said that offshore wind power has many opportunities but also great challenges. Offshore wind power in the period up to 2030 is still a power source with high construction investment cost.
EVNPECC4’s speakers gave presentations at VWP22
Speaking at the conference, Mr. Vuong Anh DUNG/M.Eng - Deputy General Director of EVNPECC4 said that wind power as an inexhaustible natural resource plays an utmost important role in ensuring national energy autonomy and security, especially in the context of energy security instability in the world, as well as plays a vital role in realizing Vietnam's net zero emissions commitments.
Mr. Vuong Anh Dung - Deputy General Director of EVNPECC4, key speaker of VWP 2022 presented at the Conference.
“As a developing economy with low average GDP per capita, in order to achieve the Net Zero goal in general and wind power development in particular, it is necessary to have financial supports from international organizations on the basis of a just energy transition. Specially, as offshore wind power is still quite new compared to traditional energy sources, the formulation and issuance of mechanisms and policies for the development of these energy types in Vietnam does not have much experience, the practical basis is still lacking and inconsistent.
In addition to the Government's determination, it is essential to receive experiences and advice sharing from more developed countries in this field in order to complete the legal framework and create favorable mechanisms and policies, contributing to the facilitation of wind power as well as renewable energy in Vietnam.” EVNPECC4 Deputy General Director Vuong Anh Dung shared.
Contributed an important presentation at the Conference, Mr. Dong Trinh HOANG/M.Eng, Director of EPC Center, EVNPECC4 gave an in-depth analysis on “Development of Wind Power and Practical Experiences in Vietnam” and also participated with other experts in the panel discussion: "Onshore forum (part I): "Strategies and best practices for development of onshore wind power supply chain in Vietnam".
Mr. Dong Trinh HOANG/M.Eng, Director of EPC Center, EVNPECC4 joined the panel discussion with other industry experts.
On Day 2 of the Conference, Mr. Tran Truong HAN/ M.Eng, Member of the Board, Director of Thermal Power & New Energy Engineering Center, EVNPECC4 delivered a presentation on: “Offshore wind in the Draft Power Development Plan VIII: Opportunities and solutions for developing Green Hydrogen in Vietnam” which received a lot of attention from delegates.
Mr. Tran Truong HAN/M.Eng, Member of the Board, Director of Thermal Power & New Energy Engineering Center, EVNPECC4 delivered the presentation at the Conference.
Vietnam Wind Power 2022 also had a series of discussions and meetings related to the following contents: direct power purchase agreement; licensing offshore wind power; auctions and other supporting mechanisms for offshore wind in Vietnam; certification, training and safety for wind power development; insurance and risk management; offshore wind power supply chain and infrastructure system development; attracting private investment in power grid development...
After 2-day Conference in Hanoi, Vietnam Wind Power 2022 has closed successfully, providing many opportunities for domestic & international experts and organizations to exchange knowledge, share experiences and contribute to policy framework improvement for wind power development in Vietnam, especially offshore wind power, towards the common goal of ensuring energy security and fighting against climate change.

With nearly 50 years of operating in the energy sector, EVNPECC4 has made important contributions to the construction of Vietnam's power system by providing consulting services from planning, surveying, engineering, supervision, project management… Commercially operated wind power projects for which EVNPECC4 has provided consulting services have a total capacity of about 1.4 GW.
In addition to ensuring the completion of projects invested by EVN, EVNPECC4 is also a partner of many domestic and foreign investors, especially in wind power investment, and is currently researching and developing Offshore and Hydrogen production projects. With the desire of jointly fighting against climate change and contributing directly and more strongly to facilitate the wind power industry, EVNPECC4 decided to join GWEC in the end of 2021, and till now is the only Vietnamese consulting firm being an official member of GWEC.
